With a report that states "It is the opinion of the economic the staff that is issue Hercules) (of development far more critical than life safety issues so far as the general public the is concerned," County Commission Tuesday Planning approved a land use plan for thousands of acres around the Hercules plant in western Salt Lake County. The land use plan, and accompanying rezoning proposals, is designed to answer a Hercules request that the county stop further residential development in the overpressure zones, or face the potential move of some of the Hercules operations to other states because of the fear of potential liability due to an accidental explosion at the site. The land use plan, according to the staff report, is designed "to create a physical environment around the Hercules plant that will result in a land use pattern compatible with the operation of the facilities there." The plan emphasizes that all new uses must be compatible with the Hercules facility and comply with the special construction standards the have also been adopted by the commission and the county. The plan, Commission Chairman Chandler St. John stressed, is a land use plan and does not take into account possible annexation of some of the acreage by West Valley City. According to statistics most of the injuries were caused by playthings, as well as being hit, run over and falling off things that were meant to bring them pleasure. Among the injuries sustained were lacerations from sharp edges, bumps and bruises when youngsters were hit by toys. Riding toys such as trikes, bikes, horses and rocking wagons, wagons were responsible for more injuries than any other type toys.
