Addressing members of the West Valley Area Chamber of Commerce was Jack Olson, executive director of the Utah Taxpayers Assn. Olson brought with him a petition on which he is striving to accumulate 70,000 signatures by June, which, if successful, will place the tax limitation issue on the ballot next fall for a referendum vote. The tax limitation initiative, Olson explained, would make only - unnecessarily high interest charges); - - Prevent shifts in other taxes (requiring a vote of the people to in- crease any local tax) - - Require implementation of the existing statutory spending limitation statute (it is feared that without this, those areas of the state which are not now at 1 . would automatically increase property taxes). Olson went on to note that some of the older citizens are now paying more in property taxes than what they pay on their home mortgages. The UTA director said he feels that confiscatory levels have been reached in property taxes, which have increased 243. in 10 years. Olson also called attention to proposed legislation being considered by the current session of the State Legislature. Referring to Senate Bill 74 and Senate Bill 75, he said, These are the two bills that were really concerned about. Olson feels that SB74 would shift $72 million to taxpayers because it would the current 25. pro- - statutory changes, noting that Utahs constitution, unlike Califo- cannot be amended by initiative. The proposal, Olson pointed out, has four primary objectives. It rnias, would: Limit property taxes to 1. of current market value (unlike Californias Proposition 13, it would not freeze values at an arbitrary level, such as at 1976 values) ; - - perty tax exemption that exists on homes can, constitutionally be increased to 45.. This bill is aimed at doing that, he explained. SB75, Olson said, would lead to higher income, sales and corporate taxes by cutting 10 mills from the school property tax and increasing f state sales tax by percent. Also during Thursdays general membership meeting, Bob Johnson was designated recipient of the Businessman of the Month award. I am in favor of safe access for our kids, she said, and I am sick and tired of needing reference material and having to wait two or three days for it to arrive. There is nothing here for our children to do and now we dont have anything to build their minds. Perhaps the library board would like to follow the current market practices and refund the money for 1985 that we didnt get, she added. , . I .am only now beginning to appreciate how important a library another young man said, I is, came here from the east side of the valley and it seemed that I moved backwards when I came to Magna. I want my children to have the same advantages I had when I was growing up. I am against further expansion at the present site. In a proposal, D. Craig Taylor told the board and the county commissioners that he objected to the telephone survey that Guy Schuurman said he was going to conthe duct. Number three, he asked that they consider the youth population. Number four he requested a location based on the center of population, access and useability. Everyone says that there is not enough money, she said, but it is better to build a library than a prison and if it keeps just one child from this area out of prison, it is money well spent. With regard to Schuurmans statement that it cost money for new architectural plans, Jones said, You can use some of the plans that you already have and sell off some of the sculpture.
