Plans to build a complex on 27 acres near 2000 W. 3800 South were blasted by area residents here Thursday, but members of the City Planning Commission admitted there may be no alternative for the land. The commission held a hearing on A. G. Spanos Constructions request to change the zoning on two parcels totalling 13.8 acres from (duplexes on 8,000 square foot lots) and l (agricultural) to R-(high density residential). The land is located between Redwood Road and 1900 West along the 3800 South alignment. If the complex is approved, the developer plans to complete 3800 South up to 1900 West. The apartments would be built orT the rezoned land, as well as on another R-zoned, parcel to the east, with the density increasing from about 15 units per acre along the developments western edge to more than 20 toward the east.
