The polls at the foregoing polling places shall be opened on the day of the election at the hour of 7:00 oclock A.M. and kept open until and will be closed at the hour of 8:00 oclock P.M. on said day. There will be no special registration of voters for the special bond election and the official register of voters last made or revised shall constitute the register for such election; except that the County Clerk of Salt Lake County will register at his office during regular office hours, except Saturdays, Sundays and holidays, and except during the period immediately preceding the special bond election, any person who on the date of the election will be a qualified elector and will register such person as provided by law.
