What is needed, especially right after reapportionment is completed every 10 years, is a blanket mailing of voter registration cards to all residents of the county who are currently registered. Reapportionment not only causes boundary line changes, it also scrambles the numbering system and even creates new districts, leaving many with old registration cards, all or part of which are no longer applicable.
