In recent weeks, evidence of this has been provided in the race for Salt Lake County Sheriff between the incumbent, N. D. (Pete) Hayward, and his challenger, West Valley City Police Chief David Camp- bell. . That is not all that infrequent. As the challenger, Campbell has to seek out publicity wherever he can, has to be blatant about it and has to look like hes trying to capitalize on a bad situation.
