Show To Overcrowding Ai Distribution Change Is Proposed Negotiations are under way that may lead to resolution of the dispute over distribution of sales tax revenue. South Salt Lake Mayor Jim Davis was one of four officials representing the states cities in a Thursday meeting with Gov. Scott Matheson and the state budget director to discuss implications of the newest proposed change in the distribution formula. Davis and the others (James Ferguson of Provo, Peter Knudson of Brigham City and Herschel Hester, director of the Utah League of Cities and Towns) were seeking the governors comments on a plan that would alter the formula without requiring a sales tax increase, the stumbling LAKE, long-standin- block that led to the demise of the previous redistribution proposal. As before, the proposal would even0 distributually result in the tion of sales tax revenue: half to the jurisdiction where the sale was made, half to entities according to their population. The percentage would be phased in r over a period; initially, 25 percent would be returned to an entity according to population. That amount would increase each year until the 0 split was achieved, city officials said. Where this plan differs from earlier presentations is that the new league proposal asks that the state of its share. give up a quarter-cen- t which The additional quarter-cent- , 50-5- five-yea- 50-5- wt valley vnw Thursday, sept. 9, 1982 Capital Punishment 'Alternative' New Sales Tax Plan Is AAulled SALT 5 Jail would help compensate those cities which currently have a strong commercial base and stand to lose considerable revenue because of redistribution, also would prevent the need for a sales tax increase. But, as Matheson noted, the loss of would cost the state that quarter-cen- t about $26 million a year. That loss would have to be offset, he said. One way to do so, he suggested, would be for the cities to take over administration of certain programs now run by the state. Nothing specific was determined. City officials were encouraged to draw up a list of possible programs which the cities could assume responsibility for, to offset the $26 million price tag. SALT LAKE. No room? Why em to the firing squad. Such was the opinion volunteered by more than 220 Salt Lake County residents who were asked this month about ways to solve overcrowding of jails. The poll of more than 1,000 residents was conducted by Dan Jones and Associates and also included questions about attitudes toward county government. The results of the poll were presented to the County Commission at its meeting yesterday (Wednesday), according to Linda Wilcox, administrative assistant to Commissioner Mike Stewart. Other opinions included in the poll : - 80 percent said our courts were not harsh enough. - a majority of those polled exhibited a lack of understanding and awareness about county government. Few realized that more than 25 percent of the countys budget goes to provide human services. Some areas listed under human services include the Health Department, Alcohol and Drug Treatment Centers, county libraries and pretrial services. - a majority of those polled didnt want the county to reduce its services. - residents of west side areas were generally more critical of the countys performance than were other areas of the county. - Only a small percentage of people would like to see certain services increased. - Residents of unincorporated areas generally had a better understanding of what county government provides than did people residing in cities. The poll included opinions of people residing in eight different geographical areas. Included were West Salt Lake City, East Salt Lake City, West Valley City. West Side of Valley (unincorporated areas generally), South Valley (southwest side of valley), Southeast Valley, East Side (unincorporated area), Sandy, and Central Valley (South Salt Lake, Murray and Midvale). -- -- Thrifty shoppers read the Green Sheet classifieds!
