Constance Tovey, Crystal Ave., is running for the at large position. As a member of the 1612 two-ye- ar council, Mrs. Tovey said she helped area residents resolve water problems last year. She also was active in resistance to a proposal to place a jail facility Decker on Lake park property. Mrs. Tovey express- ed support for the citys police and fire departments, contending those units need to remain strong and should not be the first to be cut. Lloyd Sedillo She said council members should view themselves as public servants and listen to all members of the community. All the people should be represented, not just the ones with vested interests, she said. Our growth has just begun and now, not tomorrow, is the time to start making the decisions that we Will have to live with, she said. The candidate added, We will have less money to work with because of inflation and the public mandate, so our job is to examine each problem and work for the city as a whole. She is married to Gordon R. Tovey and is the mother of two. For Girls The district candidate stresses the need for long-rang- e planning in development of the city street system, parks and recreation, zoning and financial control. The actual and potential growth of our city make it critical that we plan now for Sedillo that growth, said. He advocates a financial and management audit of the city to improve efficiency and feels it is im- perative for the city to adopt a management by results method of operation.
