This, of understanding lack among our citizens has been used to distort and mislead. It has given rise to much unjust criticism of various departments, particularly the police and fire departments. Here are some facts every thinking citizen ought to know. The Commissioners called upon many experts for help in arriving at standards which could be applied in choosing personnel, operating the various departments, and hiring and salary schedules. The Intergovernmental Personnel Association of Utah, an arm of our state government, gave us the plan for our police and fire department. Working closely with them. Professor Timmons of BYU sent a team of interns to study our needs and assist the State Association in working up standards for educational and physical requirements, salary level, raise and promotion schedules and other efficiency requirements which have made us capable of handling the problems of our City with such success. Salary and promotion schedules for personnel were professionally done, and set up in such a way that a commissioner cannot give as much as a 5 cent raise! A commissioner cannot give raises, play favorites in promotions, buy machinery or equipment, without or do first goanything ing through either the purchasing department or the civil service merit board and the Citys personnel department and THEN to a commission meeting for approval. All raises in the police and fire department are merit raises, as are all promotions. The schedule for their raises and promotions was set and approved by a three man Civil Service Merit Board comprised of two men and one woman selected by the City Commission. This Board meets once each month, to consider police and fire personnel matters. They review hiring and give approval to the Personnel Department of West Valley City, which administers tests and carries out the technical aspects of hiring personnel.
