Show li07 EAST 3HD SOUTH SALT LAKE CITY, UT West Valley Residents Face Tax Increase rHlll Auditor Proposes 9.2 Million Budget For City WEST VALLEY. million city. We are a To support a budget of that size, Sanderson recommended a property tax levy of 9.29 mills, in addition to a six percent utility tax. That would result in about a $54 tax increase for city residents in a $50,000 home), compared to what they paid this year, he noted. (The resident of the $50,000 home probably will pay $93 in property tax, $60 in utility tax next year compared to $51 in property tax and a $48 garbage fee this year). Approval of the $9.2 million budget suggested by the auditor also will force the City Commission to reduce the level of services, lay off employes or find some other means of reducing expenses. When department heads submitted budget requests last week that would maintain the current level of services and add no new programs, the total amounted to $10.6 million, Sanderson said. That figure was trimmed in marathon budget meetings by $1.4 million, the reduction coming in the cutback of wages, computer costs, money for road projects, car allowances, money budgeted for debts and other items, Sanderson ting to the West Valley City Commission a proposed budget of $9.2 million for fiscal year 1982, which begins July 1. $9 So said City Auditor Russ Sanderson Tuesday after presen ( primarily the result of Inflation. Sanderson had noted, In a prepared statement, that 200 other cities in the state are facing the same budget problems and tax increases as West Valley. West Valley City has been put in the limelight because it is new. The fiscal and service level questions that are being raised here today are being presented in every city hall in the state of Utah this week," he said. The $9 2 million budget also reflected decisions made earlier this year by the City Commission to purchase City Hall, retain nearly all of the city employes and not to reduce services, the auditor said. By November and December, we had the staff and services of a $9 million city. We had the choice in February to reduce the force or buy the building (City Hall) to stay within budget, and the commission he decided to buy the building, noted, referring to a purchase which Is nearly completed. (See story inside). The proposed budget has a built-i- n burden of more than $1 million in debt payments and carry-ove- r costs, city officials said. Multi-yea- r lease agreements for equipment for various departments and a $360,000 payment for acquisition of City Hall and the 6400 West fire station amounted to nearly $8(X), 000 of this years budget, Sanderson indicated. Added to that is the estimated $476,000 budget deficit that must be made up from the current year. State Auditor Val Oveson recommended that the city compensate for this years revenue shortfall immediately, using next years budget, Sanderson pointed out. Before the final budget is adopted, Sandersons proposal will be examined by the City Commission and department heads and, if start-u- p necessary, revised. Two Sections -- - The auditor likely will announce a June public hearing date next week. For 10 days prior to the hearing, the proposal under consideration will be available for public review in the City Recorders office. A property tax mill levy will be set in early August. Mayor Henry (Hank1 Trice said he expected to catch all the flack' if the proposed tax increase becomes a reality since a ma)or feature of his incorporation cam paign was a pledge of lower taxes He contended the $9 2 million figure could be reduced by con solidating some services t ither ty officials did not agree. There are umpteen ways of cut ting costs. This is a healthy situ.i tion. It gives people a chance to react to where dollars are put and to consider multiple uses of personnel, the mayor said. The determination could affect the jobs of as many as 24 employes, according to Sandersons proposed budget. The hardest decisions apparently face the police and fire departments, which would have to eliminate a total of 18 jobs or reduce services a comparable amount to stay within the auditors Before adopted, EMPLOYES . . . The program is for one year only while a new elementary school is being constructed to serve the rapidly growing Kearns area. However, the district does have tentative plans to bus secondary students from certain areas in Hunter to Skyline and its feeder schools when Cyprus and its feeder schools are heavily impacted by the growth in that area. The board dealt with one of three requests outlined by the west side patrons in return for their support of the busing program, but left the major concern in limbo. The board agreed that aides, who would in turn be employed at the school as lunchroom workers or playground monitors, would be allowed to ride the bus. request that a bus to night be provided was not granted. But the major concern of the patrons is the school starting time. Plans were outlined to have school at Upland Terrace and Eastwood begin at 9:20 a.m. and dismiss at 3:50. The Kearns patrons maintained that the arrival at home at approximately 4:45 is unacceptable and insisted on an 8:30 a.m. starting time. Transportation director Ken Griener explained that either four new buses or total disruption of the program involving transportation of 14,000 students would be required to meet that demand. A compromise was proposed that would have school start at 9 a.m. and dismiss at 3:30 Mondays through Thursdays and move teacher planning time to morning on Fridays and have school in sesA back-to-scho- ol sion from Theres no use imposing our views on folks who feel otherwise, but how can the location of the planets at the time of your birth affect day-to-da- y decisions? In fact, the thought occurs that the zodiac might never have become popular if the parts of the body represented were the designations rather than the Greek words. Now weve become sufficiently knowledgeable that we know our sign is Virgo. But how would people react if they asked and we responded, belly? Well - thats the part of the body Virgo typifies. And there are equally unexciting parts of the body for the others, too. Cant you hear someone answering, Im in the sign of the neck? Or the breast? What about the thighs, the knees, legs or feet? What's more, how did they convince people when they said signs of the zodiac could only be attracted to one other sign, but could be compatible with four or five? None of which was the attractive one! No wonder there are so many problems between the sexes when you consider that Aries is attracted to Virgo, but not compatible. And Virgo is attracted to Aquarius and not compatible with Aries.
