Many ships already must circle South America because they are too largeto fit through the canal. Officials in Panama said the Japanese are interested in the canal because it would give them easy access to markets in the eastern United States, the Caribbean and Latin America. If the route were open, two important imports for Japan would be Colombian coaland Venezuelanoil, officials said. Japan already has offered to fund an intensive feasibility study for the canal. Japanese officials that are expected to visit Panama ‘include representatives of the national chamber of commerce and industry, the national industrial coordinating committee, the country's largest steel company, a major international construction company and officials of four of the Japan's largest banks. He told a group of southern New Hampshire businessmen and community leaders that to the Russians consider Afghanistan ‘‘just a way station ou the way to the Persian Gulf, the warm water port they’ve wanted since the daysof Catherine the Great 300 years ago.” Connally said if he were president and the Russians made a move toward Iran, he would set up a selective blockadeof ‘‘all of the shipmentsout of the Persian Gulf” except petroleum flowing to United Statesallies. However,he said he would not allow any Iranian oil to makeit out of the Middle st. Connally also advocated blockading Cubaif the Russians moveinto Iran. He said such a naval blockade of the island should continue until the Cuban governmentpullsits troops out of Angola, Ethiopia and South Yemen. Stumping in the first state to hold a GOP presidential primary, Connally had particularly harsh words for President Carter — sayingthenation’s commanderin chief has shown the Russians “weakness and appeasement.” | “The most certain way to becomeinvolved in a waris to be weak, to appease,” he said. Japanese Showing PANAMA CITY, Panama (UPI) — A new larger canal across Panama opened in 12 years if Japanese officials already interested in the project agree to participate in the construction, Panamanian authorities said. Forty-five Japanese government and business leaders are scheduled to arrive in Panama Jan. 28 to discuss building the new, sea-level canal, which would run al ide the 65-year-old Colon-Balboa waterway, which uses a seriesof locks to pass ships between the Pacific and Atlantic oceans. The new canal would be owned and operated by Panama, but construction would be financed largely by Japanese banks, Panamanianofficials said. The canal would be built 10 miles west of the existing waterway and would cost about$8.5billion at present prices. If construction is started by 1984, the canal could be finished by 1992. Initially, Panama planned to construct a shallow canal for ships of 150,000 tons orless. But initial studies provided by Japanese companies recommended a canal that could accommodate 500,000 ton ships. The Japanese recommended a waterway60 miles long and about100 feet $30.
