WASHINGTON, D.C. — Despite ‘‘headlines and thetoric’’ about austere budgets andfiscal restraint, the Senate has done little to help the average American cope with ‘‘the Incredible Shrinking Dollar,” according to U.S. Sen. Jake Garn (R-Utah). e bottom line is that the anticipated federal budget deficit for fiscal 1980 will hover near $30 billion, adding additional fuel to the double-digit inflation which is devastating our country,” noted Senator Garn in discussing the Senate's work this week on the Second Concurrent Budget Resolution. Senator Garn said he was disturbed by the Senate's inability to curb social spending programs adequately to “put the country well down the road toward a balanced budget while allowing for absolutely essential improvements to our national defense “Iam convinced that the American people view national security as a top priority, along with eliminating government deficit spending, and the Senate should overhaul the budget to accomodate both objectives,” he added The Senate provoked considerable attention by adopting a ‘‘reconciliation’’ proposal which reduced total fiscal 1980 outlays by $3.6 billion, the senator said. “This is progress," he said, ‘‘but despite the reduction, the Second Budget Resolution was more than $10billion above thefirst resolution adopted just 479 ROCK GUARDS Protect the paint finish from rocks, salt ete, provocative acts Seoaapulpend armund the world" CAR RAMP: $788 $s Reg. 10° Easy to use Keep correct N 1 6" 99° Pre-assembled Hickey Front & Rear DIFFERENTIAL COVERS Aluminum finned Sigersen CAM JACKS = LIFTERS 99° SHURLIFT FLOOR JACKS 20% OFF 1% ton Reg. 69"* Magic Tree AIR FRESHENER The Utahn also expressed skepticism about a provisionin the second resolution promising tax cuts in fiscal 1982, 1983 and 1984. ‘I strongly favor massive, across-the-board tax cuts which would stimulate the economy, reduce unemployment and lower the inflation rate,’’ Senator Garn said. “But the tax reductions contemplated in the budget resolution would not even compensatefor inflation satroected Gocial Security tax increases,” he es result of years of neglect and unilateral cutbacks, the U.S.faces a period of dangerous military vulnerability, and must movequickly to shore up the weak areas,” he added. He noted that U.S. defense spending amounts to only five percent of the nation's Gross National Product — the lowest acetime level since the end of the Korean War. ‘This is particularly ominous,” MECHANICS CREEPER tire pressure five months ago."’ He noted that the government could pay for these “token cuts’’ with ‘windfall oe resulting from taxpayers being pushed into higher tax brackets by inflation. ‘This windfall profit will amountto an estimated $9.7 million in fiscal 1980 and $26.4 billion in fiscal 1981,”’ he said. In voting to increase defense spending by three percentin 1980 and five percentin 1981 and 1962,‘the Senate recognized that the nation’s defense posture is slipping badly,” Senator Garn said. “Increased defense spending is necessary to make quantitative and qualitative improvements in our strategic and conventionalforces, to ensure that no adversary is tempted to ‘test our strength,” Sp 500 OFF Reg. 2° Dollar Problem Q49 ALL HORSE BLANKET SEAT COVERS Classic LAN EALEY in He has been a patrol leader and Secretary of the Deacon’s quorum.
