Davis County must relocate. 1 support the county fair as a quality undertaking for Davis Couniy and a place to generate county wide pride and activity for a broad spectrum of interests. I submit the fair can be a very fine thing for the county. Based on this attitude of support, I suggest the acquisition of a site centrally located in Davis County for the creation of a regional park, recreation and fair facility. This would be for use and the facilities would be available for various organizations to use. I feel that the number one priority of the Davis County School Board should be communication with the public. Because we are involved in public" education, the board needs to be extremely sensitive and responsive to the feelings and concerns of those who pay for our educational opportunities. The bigger the government, the more immoral that government becomes. Lastly, I am concerned with the power the government assumes it has when it grams monopoly rights to cable television companies. I am opposed to Article I because it will result in an overall lax increase rather than a decrease in taxes. One has to wonder why a Republican legislature with a ma's the jority thal can over-rid- e veto has not given us the tax freeze they promised. If passed, the impact of Article I would: 1. Increase stale government spending 2. Put an increasing tax burden on businesses which will lead to: A. higher consumer prices. (All taxes are eventually paid for by Ihe public) B. A possible decrease in employment opportunity during a pen d of high unemployment. 3. Remove the 75 percent limit the State contributes to education. State government is growing at a faster rate than citizens desire to fine it. It is time to freeze the budget and look for ways to decrease the size of government in Utah. Naomi Shumway How would you handle the question of restrictions on cable T.V., as we are now seeing two definite sides being taken by the public? Utah should have the toughest laws to combat pornography which are enforceable under the Constitution, whether the medium is cable TV or any other. If cable companies propose to show such material, they should be prosecuted. If the courts determine that films may not be prohibited by law, parents should remember that they need not subscribe to the service. As a parent, I would not subscribe to any medium which would bring in- appropriate material into my home, whether it be a cable program or something else. There is no child protection law so effective that parents can be complaisant about their responsibilities for knowing where their children are, with whom, and what theyre thinking. We can require cable companies to provide locking devices for all customers, but ultimately the best protection against harmful or inappropriate material is the good judgment and discipline of parents. What problems, If any, do you foresee In balancing Utahs budget if the residential property tax can be reduced via the proposed State Constitutional Amendment No. 1? - Of course, the budget of the . State of Utah does not rely upon property tax, and the General Fund will not be affected by Proposition I. The government entities directly affected will be school districts, counties and cities. Most of the areas enjoying the highest concentration of industrial activity generate tax surpluses. The school equalization program adjusts between areas of surplus and areas of deficit, and all entities collect taxes which produce additional monies as a factor of growth. These offsets, together with changes in the Constitution which will allow for taxation of municipal-type power plants which are located outside municipal boundaries, should minimize tax loss for local governments. As always, elected officials will have to economize and boost efficiency in the interest of keeping taxes low. Candidate For School Board Roger B. Felt is a candidate for the county school board.
