Show Acord Arena likely to be torn down SALT LAKE CITY (AP) — A Tax disagreement results in lawsuit PROVO (AP) — lawsuit filed by several Utah utility companies against all 29 counties and some Salt Palace oversight committee has voted to demolish the drumshaped Acord Arena, which has been a fixture on the city’s skyline for more than 20 years. _ The committee approved demolition in a unanimous vote Friday night. All that’s left now is haggling over options, said Kevin Higgins, state officials may jeopardize a tion committee. Another suit filed by the companies in district courts throughout Utah could force counties to reimburse taxpayers millions of dollars if the courts rule they mismanaged tax tunds earmarked for collection and distribution of tax The state-assessed companies are claiming they did not receive a 5 percent discount on property taxes in 1991 as mandated by legislation passed in 1991, while locally assessed properties received the discount. The companies are asking that they be reimbursed equal to the 5 percent tax discount. Thelegislation was the result of a Utah Supreme Court ruling in favor of the AMAX Corp., which had sued over a disparity in tax rates between state-assessed and locally assessed properties. Prior to the ruling, locally assessed properties, including homes, were granted a 20 percent discount in taxes, but state-assessed property did not get the discount. Mark Buchi, attorney for the state-assessed companies, said the companies acknowledge that part of the agreement with the Legislature was that theywill not get the 5 percent discount for 1991. The main purpose of the claim is to guarantee that the Legislature sticks to its end of the AMAX agreement, which is that all properties will be assessed on the same scale after 1993, he said. “These are merely protective appeals in case the Legislature continues to discriminate against us and give locally assessed properties a 5 percent break,” Buchi taxes on the state-assessed companies for three years, and the state-assessed corporations agreed not to file any claims against the state. “If they're taking action to protect themselves, we mayhave to change our position and protect ourselves,” he said. In another claim, the suit claims that a .0005-mill local levy, imposed statewide in 1987 to fund the collection and distribuuon of taxes, is being inefficiently managed. The budgets of most county assessor offices include payments to other county departments for services rendered. said. However, Rep. John Valentine, R-Orem, who sponsored the AMAX legislation, said by filing the lawsuits the state-assessed corporations have reneged on their part of the deal. Both sides agreed not to contest the issue until 1994 when a study will be completed on the methodology of assessing properties, he said. “During this three-year hiatus period the issue was not supposed to be open to dispute,” Valentine said. “I don’t understand why they’re trying to break the truce.” Valentine said the Legislature agreed not to impose any other have committed to spending $60 million on the project, which will be completed in phases so the Salt Palace can remain in business. Higgins said he heard fromfew people who wanted to save the drumbecause of its landmarksta- tus. “If we're going to get emotional about a building, we should be sad the building has seen its day,” he said. “It is not a money-maker for anyone, it served us well, so that’s it. Officials are also debating a name change for the building. If it is changed, it would likely simply be called the Salt Lake City Convention Center, Higgins said. Chase leads to miscarriage investigation SALT LAKECITY (AP) — Salt Lake City police are investigating whether a brief chase by a park ranger may have contributed to a traffic accident that caused a woman to miscarry. Minutes before the accident, the car driven by the parolee had stopped at another red light, where a ranger from the state Division of Parks and Recreation noticed the parolee driving erratically. The ranger, who was in a Stateowned truck, turned on his overhead emergency lights, said Salt Lake Police Officer Lon Halterman. Apparentlyafraid to be pulled over, the suspect “blewthe light” and sped down the street several blocks before striking the car carrying Mrs. Cruz, Halterman said. The ranger wasn’t able to pursue the car past the first intersection because of his slower truck, he said. If the ranger had been Salt Lake police officer he would have been prohibited from chasing the suspect, according to department policy. Because the ranger has arresting powers, investigators are trying to determine if he was authorized to engage in a chase in the city. Theyalso are determining if the brief attempt to stop the fleeing parolee could even be called a chase. Salt Lake Police Detective Kelly Kent said she was not investigating the matter as a pursuit but will look into why the ranger turned on his emergencylights. “He did put his lights on, and the guy accelerated,” she said. “We will check it out, but at this point, weare not classifying it as a pur- This Monday save $100 on any single-item purchase ove [ $400 in selected departments. $799 1449 Oriental rug B.
