The Davis County Library may lose another community from its countywide system if Layton pulls out the $130,000 it now pays into the county library fund as it has declared it will. The Layton City Council, in a letter to the Davis County Commission, said it will no longer pay its share of the library budget. The $130,000 figure amounts to 19 percent of the total county library fund. The action taken by the city council was an immediate response to the countys denial of funds to construct and operate a branch library in Lay-to- n. The county commission said, the decision is purely economical. The commission estimated that it would of all local tax monies take over the next four or five years to put up the building and an additional of one mill tax boost to fund operation of the facility. We dont feel we can commit ourselves to construction of that library, said Commissioner Glen Saunders. The City Council said the decision was made two years ago to pull out of the county system if the branch library one-four- th three-quarte- rs was not funded. The possibility of building a library in Layton has been discussed for four years. The wisdom of that decision should be weighed carefully by members of the City Council, however. Layton plans to establish its own fund and eventually build its own separate library with the funds previously paid into the county system. The county estimates it would cost about $3 million to construct, equip and furnish a library for Layton. If that figure is accurate, it would be many years before Layton could build a comparable facility, if the current $130,000 sum is set aside annually, even considering income from investment of the funds versus inflation. Layton City Councilman John Baker said he agrees with the decision to pull city funds out of the county system. However, he said it may sound like a snap judgment, and said he hopes the city wont later regret the decision. While the city is putting away funds to construct the library, Layton residents will be required to pay an annual fee to use the county libraries, as Kays-vill- e residents have done for the past three years, since the county instituted the use fee for cities that do not pay into the county system. Kaysville has had its own library since 1927 and has remained independent of the county system. While that city maintains a local facility, a convenience for residents, the library is not really adequate to serve the population of Kaysville. It may not be possible for Layton to construct and operate a library that is adequate for its residents. Budgets are tight, and though Layof growth indicate the need for a library there, it may not be possible at this time or in the near future. tons population and rate Layton is growing and probably should be looking at providing some services independently of the county, but library services might be better handled by the county-wid- e system which is existing and operating well. To pull out now would mean an added expense for Layton residents and no better service for many years. From the Review Staff Are 'They' Running Things? By DAN MILLER Review Staff It came to my attention the other day that there is some organized group of people that is trying to invade my lifestyle with a barrage of altered information. There is some group, some conspiracy, hiding under the code name They. I first encountered this information some weeks ago when I was waiting for some of Them to talk with me. I was applying for a loan at the local credit union. I had carefully filled out Their application form, when the secretary asked me to have a seat, and They would be right with me to talk over my application. Sitting down and sinking into the fluffy cushions, I found myself questioning who these They were, and what "They might want with me. The walls were beige with paintings of serene mountain landscapes. The carpet was a rich earthy brown, with real oak furniture scattered about the building. Earthy colors They say can help ease tension and create a tranquil atmosphere. How did They find that kind of information, and what are They going to do with it? Better yet, what are They going to do with the information on my application? Are They going to feed it into one of Their computers, so the whole credit world can see what They are doing to me? I crossed my legs hoping to appear relaxed. Then I began recollecting past incidents when They appeared in a conversation. Even last night on the news They said how the economy was in the deepest slump in five years. Then They went on to say how great the Soviet nuclear threat was and how They will surpass the U.S. in a few years. I really dont think They know what They are talking about, because They also said it was going to rain. Well the temperature peaked out at 102 degrees, and They said on the radio that there is zero chance of precipitation. Do They mean rain? Oh yes, this past winter They kept telling us how we were in a drought situation, and that everyone should be concerned with Their water. Then March rolled around and I remember just about drowning. Then They warned us about the extreme fire danger because of the dense undergrowth that developed from the vast amounts of rainfall. I am really glad that They are so concerned with trying to keep me concerned about what They are concerned about. Who are these folks anyway? Feeling very uncomfortable, no thanks to the decor, I started to become squeamish. A small rash began blotching over my entire body. Ha, They say that a rash caused by nervous tension could be due to hereditary links within the DNA, but They were just speculating because They hadnt completed Their research. Then I spied the secretary approaching me. Streams of perspiration ran down my face splashing from my nervous tremors. Im sorry, Mr. Miller, but They are extremely busy today and cant see you. If you could make an appointment for sometime tomorrow. The next day at breakfast I was having a conversation with my wife. She was telling me that They say my soggy cornflakes dont contain a substantial amount of nutritional value and that most processed cereals dont provide the required fiber we need. Who are They? My paranoid brain ticked with fear. Are They agents for Quaky Oats spreading rumors about the nation to get people to eat oatmeal instead of cornflakes? Deep down inside I feel a future encounter with one of these folks. The day I bump into one of these They, Im sure my breath will falter and my knees will collapse. The day, Im sure, is far off, and until then Ill keep plugging away at the hidden identity of these people. Excuse me, my wife is calling from the front door.
