MAYOR BRAND explained that the petition presented to the county commissioners by some residents of the city had caused some concern to the commissioners and those of the county flood control technical committee and had requested the position of the council concerning the measures that were being taken to improve the safety of the channel, to protect life and prop- Nel-do- erty. MR. JEFFERIES explained they need to know how many cities are going to be obligated to the plant so that it can be determined how large to build the plant. He explained that even if the cities commit to the proposal, contracts will not be valid and the project would die if any of the following concerns could not be worked out: (A) The tipping fee for the first year of operation would not exceed $9.50 per ton. (B) Air Quality Bureau (state) the base. (D) An agreement must be reached with Utah Power and Light Company which requires UP&L to purchase electrical power generated by the bum plant. Mr. Jefferies explained that if the scrubbers are required, the additional cost to the plant's construction and operation would likely "kill" the project.
