"It would have cut the stream capacity in half, he said. In a year where heavy runoff is a foregone conclusion, that could cause serious flooding problems. SOMETIMES the way in which a culvert or gate is placed will cause it to catch debris and block the stream further, according to Wilf Summercorn, flood control director. Another problem Davis County is experiencing this year is with natural springs appearing along the foothills throughout the county. Water is cropping up all over the county where it hasnt been seen before, said Mr. Sum mercorn. SOME PEOPLE are thinking that the county has been diverting waters and causing the new flows but it is not so, said Com. Saunders. He added that the county has no control over or money to deal with springs on private property. Com. Harold Tippitts explained that the water is rising as it hits the clay strata at the base of the mountains due to the already saturated condition of the soil. He estimated that the springs would probably disappear if the soil had a chance to, dry out. SAND BAGS are available at county road shops, some of which are filled for extreme emergencies. The individual property owner must take responsibility for picking them up and placing them, however. Although the springs have been reported throughout the county, North Salt Lake and Fruit Heights seem to be having the most problems with them. Also surviving are two JAMES O. DELLASILVA James Orson DellaSilva of 2208 S. 2000 W., Syracuse, died on Tuesday, May 24 of a heart attack. He was 73 years of age. MR. DELLA SILVA was bom July 20, 1909 in Ogden, and was the son of Joseph Con stantino and Laura Eveleen Sommers DellaSilva. He was married to Emma Sabra Wright in 1929. She died in 1931. He married Muriel Patricia Eggleston in 1932. She passed away in 1939. ON MAY 22, 1942 he married June Rentmeister in Syracuse, with their marriage later solemnized in the Salt Lake LDS Temple. Mr. DellaSilva spent his early life in Ogden, and graduated from Ogden High School. He moved to Los Angeles, Calif, in 1931, returning back to Ogden in 1939. He moved to Syracuse in 1964, and has resided here since. WHILE RESIDING in Los Angeles, he and his father owned and operated several markets. In Ogden, he owned and operated the DellaSilva Market, the Labor Temple Cafe, The Village Mart, DellaSilva Wholesale Meats and DellaSilva Distributing Company. He had been associated with the American Food Stores and Safeway Stores and had been employed by the Union Pacific Railroad Company, and the Ogden Union Railway and Depot Company. HE HAD been a wholesale distributor for Cache Valley Cheese Co. and also had been a meat grader for the U.S. Department of Agriculture. Mr. DellaSilva was the justice of the peace in Syracuse for 17 years and was also J.P. pro tem for East Layton City for two years. brothers and four sisters, Wil- liam DellaSilva, Mrs. Ida Sommers, Mrs. May Vreeken, all of Yucaipa, Calif.; Glenn DellaSilva, Whittier; Mrs. Cirella (Ortega), San Diego, Calif, and Eleanor DellaSilva, Vinton, Iowa. He was preceded in death by a son Val DellaSilva. on any FUNERAL services were conducted Friday morning at the Syracuse Sixth LDS Ward Chapel, with the family prayer being given by Bishop Donald Rentmeister. DELLASILVA was cofounder and business manager for Syracuse Little League football and also had served as scoutmaster, and had served as commissioner for the Lake Bonneville Boy Scout Council. He was a merit badge counselor for the same for 15 years. He had been a district commissioner for the Mount Ogden District for Boy Scouts.
