MICKELSEN CLEARFIELD The Clearfield Planning Commission is recommending that the city council consider passage of a new ordinance which would place motel developments into three classifications and allow city officials more control over the facilities. THE PROPOSAL defines class one motels as buildings with sleeping rooms for temporary use by automobile transients and without kitchen units. Class two motels are defined much the same , but allow a certain percentage of the rooms to have kitchen facilities. Third class motels would have kitchenette units, but would contain only one overall utility and sewer connection. Existing city ordinances prohibit kitchenette units in any motel. However, the strict nature of the ordinance poses some difficulty for motel developers with an eye on the city. And that has some city council members worried. Mr. Cole said the commission, at a recent meeting, discussed the possibility of placing certain limitations on existing and proposed motels, including room taxes and time limit controls on the number of days people would be allowed to stay in kitchenette units. But, he said the commission found the classification system more appealing. Mr. Cole said the proposed motel would be considered an apartment complex under the existing ordinance, but said it could be allowed as a class three motel under the classification system. PLANNING commission members estimate that once constiucted. the Classic in sales Lodge will generate $3. tax revenues for the city each year. City Manager Gayle Starks, however, said with a three percent room tax the city could pick up at least $24,000 a y ear from the motel. DISAGREEING with existing ordinance restrictions, Mr. Starks said, "I don't think this city can afford to choke off that kind of revenue. City council members tabled a decision on the matter, pending further information and approval of the classification system by planning commission members.
