Americans have always understood the value of working together to achieve common goals. We have learned that unity of purpose and mutual dependence are essential to our growth as a society of people. IT IS especially fitting, therefore, that interdepen- dence ... of city and country, of Americans and their resources, and of man and nature ... is the theme of Soil Stewardship Week in 1979, the President observed. "Our nation can be thankful for our progress in repairing the damage we have done to our environment. But that is only a start. The bishop called upon the people to offer prayers and penance, and to offer humble thanks to their creator for the priceless gifts of soil, water, air and sunshine which make all living things possible. WE STILL need to pause each year to express our thanks for the natural resources of soil, water and air which nurture our people and provide us with daily food and fiber necessary to carry on our daily activities. These are good questions. Theyre not being asked only by prospective but homeowners, builders, by lenders, mortgage and realtors. EZRA T. CLARK Right now is lieing described as a traasitional stage by those closest to the housing industry. While 1978 was largely a sellers market," there has leen a noticeable softening in housing prices this year especially in used homes in the moderate price range, in some from $4().(KX) to $60,000 areas of the country. Because of the demand for higher-price- d homes, these have not dip)ed much, if at all, from last year. What effect will the talked-abou- t recession have on home prices? Probably not too much. We have gone and slow through jeriods before. But after only a brief pause, housing prices have moved higher. This may be the pause state right now. Economists say that if everything else continues upwards food, fuel, it is and clothing, for example unlikely for housing prices to go dow n. So long as wages and the cost of materials keep rising, the prices of new homes will rise. And the prices of new homes set the pattern of asking prices on used homes. - mini-recessio- - Prospective homeowners, especially those with two incomes, have personal questions to ask when considering the purchase of their first home: Can we put together an adequate down payment? Will our present incomes hold up in the future? Are we now losing a lot of money to the Internal Revenue Service and inflation without a real estate tax shelter? Perhaps the best practical advice which can be given to the home buyer is to get a competent appraisal on the house before making a hid. Use a professional appraiser. The relatively small fee is well worth it to you. Once you are convinced that you are paying a realistic price for your future home, he reminded that home ownership gives you the tax shelter. All the mortgage interest charges and real estate taxes paid on that home will he deductible from your incme tax return. If past experience holds up, home ownership also gives you the inflation shelter. homes have and been rising in value by about 12 percent to 15 percent annually over the past decade or longer. When the time arrives for selling your home, favorable tax rules again come into play. You may be able to avoid paying any federal tax on the profit from the sale. That could happen if you buy a more expensive home or if you are .55 or older at the time of the sale, even if you dont buy another home. And even if you are under 55 and do not buy another home - not more than 40 percent of your total profit on the sale will be taxable. Is this the right time to purchase your new home? Only you can decide. But the right time may well be sooner than later. first-tim- e Well-bui- well-situate- d -- lt |
