Julian Martinez, Alan Stout, and Lt. Barney Chapman, accepting for Maj. Clyde Bartlett. Other individuals cited for the certificate, but not present, were Keith Halls, Loyd Poulsen, M.D., and Sgt. Noble Sonata.
