In some areas they run higher than this and, in others lower. Additional money will also be reaching the local area, beginning in July, for all persons who are receiving Social Security checks each month. Residents of Davis County will have more money to spend in the near future, thanks to checks that will be coming their way from THE RESULT is that the government will be refunding an estimated $12,558,000 to Davis County taxpayers within a short time, based upon figures from the Treasury Department as to the size and number of checks it expects to issue. Nationally, it states, the refunds will total $30 billion, with checks going to more than 67 million taxpayers. Last year.., by way of comparison, $26 billion was returned. BECAUSE OF the rise in the cost of living between the first quarter of 1975 and the first quarter of 1976, they will be getting 6.4 percent more. The boost is an automatic one, tied to the Labor Departments consumer price index. . Nationwide, the hike amounts to $5 billion a year in added benefits. In 1975 the automatic cost of living adjustment was 8.0 percent and cost, $5.7 billion. TOGETHER with the tax refunds, it means that some $35 billion will be pumped into the economy in the months ahead. The portion of it that will go to Davis County residents figures out to approximately $14,693,000, based on the data for the local area. THE additional spending money is expected to give the local economy, which is grow- ing in strength month by month, a further upward push. Weather forecasters study of a number of things in determining what the weather will be, in the U.S., in a particular future period. ONE OF the things they watch closest is the build-u- p and movement of large polar air masses in the polar regions. These air masses spill over' and flow down over Canada and enter the United States. They often bring cold or stormy weather. THEIR COURSE can often be preducted. If fewer of these polar air masses are indicated, or if they seem weak, then it is likely that warm air masses will push upward and over the U.S. - or at least over a southerly part of it. Taking these calculations under consideration, and other factors something more than a guess can be arrived at, although the experts still miss - and weather remains something of a tery. mys- and had been a home teacher and high priest quorum secretary. A larger amount than necessary was taken from them in withholding taxes ih the past year, via payroll deductions. Also, many people paid too much on their returns because they were unaware or overlooked changes in the tax law, including one that permitted tax credits of $30 each for most of the exemptions claimed on the returns. Lowell Briscoe Welker, 69, of 2601 N. 225 W. died Thursday, May 27, at the LDS Hospital in Salt Lake City of a respiratory ailment. Rent-meiste- r, Washington. IS Welker Services John E. Brockert, Director of the Bureau of Health Statistics of the Utah State Division of Health announced that certified copies of birth and death certificates will now be issued on a new form. THE NEW format was revealed at the Davis County Health Department in the office of Dr. Richard E. Johns, Jr., Director. Brockert stated that the new certified copy form will present to the general public a much more esthetically acceptable certified copy. The form has a blue border with a red center area for the printing of the certificate, a raised gold seal of the pre-print- State of Utah and the Bicentennial logo for the State of Utah as background. THE BORDER is printed by ' the intaglio printing process with two latent images at the top of the form. The latent images provide for easy detection of unauthorized reproduction after the certified copy is issued. The body of the form is treated so as to reveal any alteration of the TITLE OF LIBERTY By MARY ROBINS The Title of Liberty will be information entered on it. Falsification and counterfeiting of certified copies of birth certificates is of grow- ing concern across the in- country. Safety features corporated in this form will do much to reduce this problem. Another safety feature is that the forms are and tight controls have been established to account for each form. BROCKERT also announced that the State Division of Health will be able to provide the certified copy forms, without charge, to each of the district and local health departments that are authorized to issue certified copies of birth and death certificates. Providing the forms to the local offices reduces their financial burden and ensures that all certified copies of birth and death certificates from the State of Utah will be issued on this form. This standardization will be very helpful to official agencies and businesses who require certified copies of birth and death certificates. No Guarantee On Auditing Of Taxes taxpayer receiving a Federal income tax refund A has no guarantee that his or her tax return will not be audited, Roland V. Wise, Internal Revenue Service District Director for Utah said today. SOME TAXPAYERS mis takenly believe that receiving a Federal tax refund means their return wont be audited. Actually, a refund only guarantees that the initial processing of the return has been completed. Because it takes some time to process such large numbers of returns, an audit may not take place until several months after the refund check arrives, Mr. Wise explained. HE REMINDED taxpayers that a tax return can be audited at any time before the statute of limitations expires. Generally, that is three years from the time the return is due or filed, or two years from the time the tax is paid, whichever occurs later. The law requires that taxpayers keep their records for at least as long as the statute of limitations is running. Complete and orderly records can substantiate income or expense items and itemized deductions if the return is audited, he added in citing the advantages of keeping good records. WHILE THE LAW does not specify the types of records the taxpayer should keep, Mr. Wise suggested that receipts, cancelled checks, bills, and other written documents are helpful and retaining copies of the returns themselves also is beneficial. The IRS District Director advised that some records should be held even longer than the required three years. For example, property records should be kept for as long as they are useful in de- termining the basis of the origin or replacement presented June the 4 and 5 at 7:30 p.m. in the Layton High School. One of the worst rules is that concerning pitchers, how they win and lose games, officially. ANNOUNCES game, for example, Mickey Lolich Met-Houst- pitched four innings, allowed four or five runs and left for a reliever. The reliever came in and pitched much better. In his four plus innings he allowed only one run. BECAUSE the game was tied when Lolich left and the new pitcher came on, the reliever was credited with the loss for giving up the deciding run. He pitched well, with a good earned run average, and was the loser. Lolich who had given up four of the other teams five runs didnt get the loss. OTHER EXAMPLES more extreme and illogical can be cited. The rule doesnt do the job. There must be a better rule; of course, it may not always do justice to each pitcher. But surely it could be better than the present one.
