Show Page Ten - The Pyramid - October 20, 1999 Dr. Fright SC council adopts ATV seeks ordinance, pays library bill volunteers SPRING CITY-- - Council members adopted an ATV ordinance, donated money to the DARE program, and discussed the Mt. Pleasant Library invoice at the Sept. 2, council meeting. Public comment Council informed members Michael Weis they would not adjust a high water bill, but told him payment arrangements could be made. Weis found a break in the water line under his home and feels that city employees took too long to notify him of a problem with his line. Mayor Allred responded that city policy stipulates that broken lines on city property is handled by the city, broken lines on private property are the responsibility of the property owner. He also stated that the city does try to notify customers of a problem in a timely manner, but will look for ways to improve. ATV ordinance Council members adopted the 1999-- 1 as ATV Ordinance amended in the meeting. The majority of citizens present at meetings held to discuss the ATV Ordinance were in favor of the ordinance and felt it was wrong to penalize those who obey the law because of a few that dont. Also discussed were safety concerns from Principal Darrel White about going by the elementary school. Mayor Allred will speak to police officers about watching the area. four-wheele- rs Council Center Stage members granted Wendy Connelley and Michelle Patterson permission to rent City Hall to hold dance classes every Tuesday, from 2 to 6 p.m., during the school year. It was agreed that participants would need to sign a release form so the city will not have to purchase costly liability insurance. Library invoice Council members passed a motion, after much discussion, to pay the Mt. Pleasant Library $6,000 for library services, which is over double of last years cost. Some council members were against paying the bill and said they should pay for individual library cards for those that wanted them. Others believed that citizens should pay for their own cards. Gary Parnell stated the library should be available to all who would like to use it, but, if citizens are asked to pay fees then some will go without. Mayor update Mayor Allred reported that the spring line had been repaired and a meeting was scheduled with the Forest Service to review adding the new spring to the current system. The upper south well pump went out. It will be pulled and replaced. Val Koefed was given the basic outline for the new sewer system. He will look at it and bring a presentation back to the council in October. Mayor Allred has a list of overdue utility bills of people who have moved out of the area. The council decided to send the bills to small cla:ms. Spring City received a letter from Mike Blacks band showing appreciation to the city for their donation. Donna Larsen, Viola Peterson and Evelyn Accord will serve as 1999 election judges. Alma Lund turned in a letter stating the prices he would charge for the completed line extension up Canal Canyon, that will be hooked up after deposits have been paid. School Sanpete District consented to building a ball field above the elementary school and help with a sprinkler system. Chad Larsen will meet with Principal Darrell White to finalize plans. The National Guard is being asked to help. The project will hopefully get underway in the spring. Architect Kim Hyatt and Birch will go over proposals for the Old School. Russ Mendenhalls class from Snow College will-looat restoring the brick work for the old school. Trent Martindale will give a written bid to council members for work on the kitchen. He' has presented a verbal bid of $7,900. The Lions Club are also in favor of donating some money to the The North MT. PLEASANteers are needed for the sixth annual Dr. Frights Haunt, 50 West 100 South, that will open Wednesday, Oct. 27 through Saturday, Oct. 30 starting at 7:00 T- Volun- p.m. There will be a bungee run and gypsy camp, complete with palm reader, as well as various games and concessions, including a pumpkin carving contest, i The pumpkin carving contest, which will be judged by the Main Street Committee, will be held Friday, Oct. 29. Entries should be taken to 50 West 100 South, before 5:30 p.m. Prizes will be given to the best three. Dr. Frights Haunt prides itself on being just "spooky". There isnt too much blood and gore, stated John McClellan, event chairman. The haunt is organized by a 4-. club, some Boy Scouts, Mt. Pleasant volunteers, and is sponsored by several local businesses. The goal of the haunt is to give kids experience doing something fun and positive by building and operating an event. : The group is also looking forward to Easter events, a kite flying celebration of the wind, mid other festivities. project. At a special meeting held Sept. 23, council members gave Rana Keirce a Home Business Permit to run a hair salon in her home. La Rouchefoucauld Grand Noyes Miscellaneous Council members passed a motion accepting Dan Olsen to the Planning and Zoning Committee. A letter of resignation from Ross Fillerup had been received and accepted. Council members passed a motion donating $300 to Wendy Connelley, of the Spring City Elementary PTA, to help support the DARE program. Council members signed zoning applications for Linda Budd to move a granary, and for David Allred to add a garage. Officer Wayd White reported on incidents for the month. The police car is currently in the shop. Officer Pyper is getting information ready for the purchase of a new vehicle and Officer Wilberg was hired for part-tim- e work. i The siren' and doors at the old fire station need to be moved. After that has been done, trucks and equipment will be moved.
