Scott believes that property taxes should not be increased and that the whole tax structure should be reformed in order to provide for the necessary revenues for education. He would place more emphasis on obtaining desirable business and industrial growth which is the only long term solution for tax shortfalls. Rep. E. Ute Knowlton No. 17 State Representative District No. 18 (KaysvHle, Fruit Heights, Farmington, Centerville) From local pioneer heritage. Ute Knowlton attended Davis County Schools and received his medical degree from the University of Utah with high honors. He is now a clinical instructor at the University of Utah Medical School and Weber State College. He was in family practice in Kaysville and is now a radiologist in private practice. A Vietnam veteran, Dr. Knowlton commanded a field hospital and attained the rank of U. Colonel. He has served the Republican Party for many years on the County and State level. In the legislature he has served on the Revenue and Taxation Committee and Higher Education Appropriations Committee. He takes the responsibility of serving you very seriously and would be honored to continue to represent you. (Centerville, northern Bountiful, West Bountiful) a life time resident of Davis County, is married to the Lloyd, former JoAnn Perkins. They have six children and nine grandchildren. Lloyd served for six years in the Utah House of Representatives. He served on and was chairman of a number of committees. Because of his strong commitment and effectiveness as a legislator, he receoved both national and state wide recognition. In 1980 he received an award as most "DistiAmercan" from the Coalition of nguished Utah. In 1982 the National Rifle Association awarded him "Legislator of the Year" for his legislative efforts protecting the sportsman in Utah. He was noted for his leadership in the tax limitation movement. During his six years in office he developed a knowledge of many issues, ranging from the criminal justice system to social services Rep. Franklin W. Knowlton State Representative District No. 15 (Clearfield, Layton, South Weber) Incumbent Henry Dickamore has served on a city council and understands local government. He also has served as assistant mayor and treasurer. He has been active in church, community and civic affairs for more than 30 years. As a commun- ity education director, he helped organize various citizen groups that worked for the improvement of conditions in their communities. Included in these were crime prevention programs, recreation programs, improved traffic control for the safety of children and adult education and training programs. He is people oriented and is concerned about our communities and the problems that they face. He is working for a better, safer way of life for our area. Rep. Kim Lloyd Selleneit State Representative District Rep. Henry J. Dickamore R. Burningham State Representative District No. 19 (central Bountiful, Woods Cross) Representative Burningham has served in the Utah State Legislature for five years since his appointment in 1979. He has served as chairman ol the Education Standing Committee, the State and Local Arrairs Committee and a member of the Taxation and Revenue Committee, the Public Education Appropriations Committee, and the Higher education and Social Services Interim Study Committees. He has been a teacher of Bountiful High School for over 20 years and is a member of the University of Utah Graduate School of Education Advisory Council. Dunng legislative sessions he sponsored legislation which would help to collect delinquent student loans, open legislative political caucuses and rules committees to the publics scrutiny, and legislation to initiate career ladders for teachers. For his efforts the Ogden Standard Examiner editorial writer suggested that Burningham should be awarded a "special medal. Utah Holiday Magazine listed him among the best legislators for "the most refreshing candor In a junior representative." State Representative District No. 16 (Layton) resident of Davis County, Franklin Knowlton has a strong background in both public service and the business world. The owner of a bridge building company for more than 35 years with projects in Utah, Idaho and Wyoming, he has learned first hand the problems and opportunities facing businessmen and wage earners in this area. An experienced legislator, he has served as Chairman of major committees including Chairman of the Revenue and Taxation Committee. He has worked for better phone service and better educational opportunities in Davis County. Frank is active in church and community affairs and is a strong believer in individual freedom. A life-lo- Rep. Robert H. Garfff State Representative District No. 20 (south Bountiful, North Salt Lake, Davis County) Robert H. Garff has been a member of the House ol Repre' sentatives since 1978, and is presently Majority Leader. His responsibilities include management of the legislative session, prioritizing legislation and making committee assignments. He is a member fo the powerful Joint Appropriations Committee and reviews all appropriations in the entire state. He is also a member fo the Joint Legislative Management Committee, rey sponsible for coordinating and managing the workings of the House. As a member of the Public Education Committee and past chairman, Bob sponsored the successtul bill which provided an option for each Utah school district to try year-roun- d education, potentially saving the state $800 million.
