I urge you to ton suit Four reasons to vote Sincerely, W I would like to take this opportunity to enlighten you on four reasons you should vote aginst the Land Use Act. 1. SB23 (Utah Land Use Act) will impose Federal control over the private Utah Land. Even proponents of the Utah Land Use Act really know this to be true. An interesting point of this bill is in section 5, which is actually the heart of the bill enumerating powers, duties and functions of the commission. Section 5 has 9 clauses. Interestingly enough the federal goverment is mentioned in 7 of those clauses. Congressman Stieger from If they choose (meaning if the state of Utah chooses) to take the first federal dollar, they will be forced to comply with the federal standards imposed. UNSB23 is 2. CONSTITUTIONAL. It violates the 5th, 9th, and 10th amendments to the national Con- Ariz. stated; stitution. SB23 also violates the Constitution of the of Utah in Article V, Section 28 wherein it says: The legislature shall not delegate to any special commission, private corporation or association, any power to make supervise or interfer with, any municipal improvement, money property or effects, whether held in trust or otherwise, to levy taxes, to select a capitol site or to perform any municipal function. 3. (2) a state land planning coordinator to work with them (3) State, city and federal agencies to control our watersheds and (4) Zoning Commissions in each city and county. A group of concerned citizens Snpt. County will be passing out flyers on the Utah Land Use Act. Please read this flyers before you vote, so you can receive a clearer understanding of the negative points of this bill. October 24, 1974, the Pyramid published a copy of a letter to fellow citizens from Secretary State, Clyde Miller, also the Utah Land Use Act Referendum Number One. Read this also and get the leading points from those who are in favor for this bill. Would you sign a contract without reading it? Then I urge you not to vote without knowing all the facts on the issues and the voting record of your candiates. Call your local Represen- tative, Ray Nielsen from Fairview and ask him how he feels about the bill. When you receive your flyer, I urge you to read carefully and to remember these words of President Kimball, taken from a news article in the Deseret News on July 25, 1974, from a speech given at Expo 74 in Spokane, Washington. Upon arriving in the Salt Lake Valley, the pioneers didnt petition the Government for help, they went to work. This has been the Morman Creed. We dont depend upon other people; we dont need Government loans and subsidies. Referring to traditional LDS Industriousnesss, he said, If we can keep that as a lend in our lives, well always be independant. Protect your Constitutional right.... they protect you. Mayor Garn told the Sanpete audience that he was very interested in Sanpete County. He said he was born iff Richfield but had lived withhis parents in Ephraim, Moroni, and Fairview. His grandfather was Albert Christensen of Fairview. Lashing out at government s beauacracies, Garn told that the govt, was overburdened with government programs that were not giving the local government to help themselves. He especially hit out at members of Congress who cannot say no to wasteful programs which has Volunteer Fire Department works. He also demonstrated to them how the fire works and let them (three at a time) hold the hose while they sprayed the lawn outside the school. Mr. Kinsman then talked with the other grades on what they should do to report a fire properly, that they should first call the fire department, not the fire chief, give the location of the fire and then give their name. He handed each child a sticker to be put on his telephone at home. The stickers listed the telephone number of the fire department and brief instructions on how to call. This was the first time such a demonstration has been given in the school and will prove, we are sure, to be most effective and helpful.
