The compensation for said officers as provided in all laws enacted pursuant to this Constitution, shall be in full for all services rendered by said officers, respectively, in any official capacity or employment during their respective terms of office. No such officer shall receive for the performance of any official duty any fee for his own use, but all fees fixed by law for the performance by either of them of any official duty, shall be collected in advance and deposited with the State Treasurer monthly to the credit of the State. The Legislature may provide for the payment of actual and necessary expenses of said officers while traveling in the State in the performance of official duty. (As amended November 5, 1946, effective January 1, 1947; November 7, 1950, 7, November effective 1950.) Section Grants and 21. commissions. The legislature by general law may authorize any county, city, or town to establish special districts within all or any' part of the county, city, or town to be governed by the governing authority of the county, city, or town with power to provide water, sewage, drainage, flood control, garbage, hospital, transportation, recreation, and (cont.) fire protection services or any combination of these services and may authorize the county, city, or town: (1) to levy taxes upon the taxable property in only such districts for the purpose of acquiring, constructing, equipping, operating, and maintaining facilities required for any or all of these services, and (2) to issue bonds of these districts for the purpose of acquiring, constructing, and equipping any of these facilities without regard to the limitations of Section 3 and 4 of this Article XIV but subject to such limitation on the aggregate amount of these bonds which may be outstanding at any one time as may be provided by law; but the authority to levy taxes upon the taxable property in these districts and to issue bonds of these districts payable from taxes levied on the taxable property in them shall be conditioned upon the assent of a majority of the qualified electors of the district voting in an election for this purpose to be held as provided by law. Any such district created by a county may contain all or part of any incorpor orated municipality municipalities but only with the consent of the authorities governing thereof. Laws in effect at the time of the adoption of this section and districts established pursuant to these laws shall not be affected by the adoption of this section. Section 2. Pleasant Stake Girls Volleyball tournament got off to an exciting start last Wednesday and Thursday in games played at the North Sanpete High School Gym. All of the six teams in the Stake played and the Fairview Southward was the only team to come out with a clean sweep. High was held on Thursday, October 31 at the Kinema Theatre. It was sponsored by the Student Council and the name of the movie was Hall of Horrors. The first school term will end on Friday Nov. 1st and grades will be handed out next week. In this modern age when people seem to have so little appreciation or understanding for youth, we are proud to be able to honor at least one of the fine young men in our area. Our Mystery Personality 1st week was Kent Johansen of Mt. Pleasant who is a Top student, is industrious and sets high goals for himself. Kent is the son of Mr. and Mrs. Grant Johansen and is a Senior at North Sanpete High School where he has been the quarterback for the football team this year. He is also the teams Kent has always been active in school affairs and was president of the Seventh Grade and Ninth Grade classes. He enjoys music and is an accomplished pianist. He is the organist for his Priesthood group and also held a lead part the Junior High operetta. An active member of the LDS Church, Kent has been president of the Deacon and teachers sports the during remaineder of the school year. The youth of today will be the leaders of tomorrow.
