April 29, 1997 BIARO, Zaire - U.N. relief workers say they're ready to start flying about 80,000 Rwandan refugees home immediately, while in the Zairian capital the U.S. ambassador to the United Nations met today with embattled President Mobutu Sese Seko The U.S. ambassador, Bill Richardson, came to Kinshasa for talks believed to be an attempt to arrange the longtime Zaire leader’s exit from power. After meeting with Mobutu, heis to travel to Lubumbashi later today for talks with rebel leader Laurent Kabila, whose forces control half of Zaire. President Clinton dispatched Richardson to tell Mobutu it was time to step down after 32 years in power and that the United States would help arrange a dignified departure, the Washington Post reported today.
