Whathas beendone in the Street Department ? STREET DEPARTMENT During the past four years, the following new streets have been completedfor public use: 900 Eastor the Belt Route, around and near the new L.D.S. This street will be widened in the near future. The Capital Improvement Program in Provo is very short of funds. With good management, however, the Street Department has been able to buy from their budget the following equipment during the past fouryears: FIRE DEPARTMENT The ProvoCity Fire Department has 40full-time firemen serving 24 hours a day ona 7 day a week basis. There are also 11 volunteers, who workandtrain forthis specialjob. During the last four years, the Fire Department has saved $78,000,000. of property that would have been destroyed. Commissioner Allen is a member of the State Fire Marshall's Committee. This committee has given Provo City Fire Department top rating for efficiency and dedication. Improvementon the 200 West, Arterial Route, will begin within the next few weeks. The City Commission has worked with the railroad for the past 3/2 years, and the Public Service Commission has given them permission now to removethese tracks. This work will be completed in the very near future. The street improvement in this area will be paid for through the Topics Program of the State Arterial Program. Throughhelp from the H.U.D. Fund and the Four Corners Program, a new sewer mainline will be laid from where the tracks will be removed. A 24”pipe will be laid to 1230 North and an 18” pipe from there on north. What has been donein the Electric Department THE ELECTRIC DEPARTMENT Seven sub-stations have beenbuilt in the past four years. The Vasco M. Tanner sub-station on Springville Road was built as a cost of $1,350,000.The six other smuiler sub-stations are: 10,000 KVA Substation No. 5 wasinstalled at a cost of $125,725. 1,500 KVA bankof transformersfor the new temple wasinstalled at a cost of $18,378. Powerservicesinto the new City Civic Center at a cost of $39,000. A 1,500 KVA bank of transformers for Backman Foundry costing $7,500. A 5,000 KVA substation for the B.Y.U. installed at a cost of $70,800. A 10,000 KVA substation No. 6 located at 4500 North 650 East at a cost of $125,544. High voltagelines have beeninstalled for safe distribution of power. $50,000. is budgeted each year for installation of underground power through-out the city. During 1971-72, $540,000. will be contributed to the GeneralFund from the Electric Department which is the equivalent of 13 mills and still thecitizens of Provo purchase power at around 10% below most other communities, The powerratesin Provo City have never beenraisedsince its inception in 1940. What has been done in the Waste Removal Department ? WASTE REMOVAL DEPARTMENT The facilities of the Waste Removal Pick-up Frogram in Provo City are the latest ond most modern available. The land-fill process being used which will be useful in Provo City in the near future. Beginning next year, there will be baseball fields built on the land-fill areas where four back-to-back baseball diamonds will be constructed. These wili make available a fine recreation area for the young people of the city. The department has four pick-up trains which gather from all parts of thecity and four front loader trucks which were purchased at a cost of $108,436.84. This equipmentis completely free from debt. The following accomplishments in the different departments are listed undertheir headings: PARKS AND RECREATION Last week through the P.E.P. Program of President Nixon, the de- partment wasable to haire three new firemen to supplement the present force. The Fire Department has three modern ambulances.’ All of the ambulance attendants are licensed through the State to administer emergency services to sick and injured peopie. What has been done in Parks and Recreation ? What has been done in the Fire Department ? The storage capacity in the water tanks has been doubled in the last three years. We now have a 20,000,000 gallon water capacity in PROVOCITY IN COOPERATION WITH PROVO CITY SCHOOLDISTRICT Provo City and the ProvoCity SchoolDistrict have fine working relations with each other and are cooperating in an on-going program for use of the public school facilities and buildings for a Recreation and Education Year-Round Program for adults as well as the youth of water tenks. In the same project with the water tanks, 19,500 feet of watermains 12 to 20” were installed throughout the city and 28,748 feet of extension lines 6 to 8” pipe was also installed at a cost of $1,002,229.13. A new Telemetering System has been installed which will control all the storage tank levels and pressure lines and springs flowing to the tanks. It will also control the five large wells that are pumped. This Telemetering System will seve on time and labor because with it men will not have to go to all parts of the city to make these adjustments. Provo City. The purpose of this is to get more and better use of the tax dollar. Somefour years ago, 8 or 10 people from Provo SchoolDistrict and Provo City attended a seminarin Flint, Michigan, together with Israel Heaton of B.Y.U. This seminar was attended to gain instruction to implementthe Mott Foundation Program as used in Flint, Michigan where it has been very successufl. It was through the recommendation of this committee that the program was adopted in Provo and it has been very successful since. Also under the direction of the Parks and Recreation Department, we have what webelieve is the finost Senior Citizens’ Program anywherein the state. Many senior citizens spend a great deal of time in educational and recreational programs each week. The costof this new system was $30,750.00. New Water Sources Last November, the Rock Canyon stream of water was cdded to our water supply which flowsfrom 2 to 6 second feet. The Rock Canyon Well produces 9 second feet, and the Slate Canyon Wellwill produce 7 second feet. This will be added in the very near future. Contracts for the pump house and a 16”line to deliver this water to the Slate Canyon Tankstotaled $45,000. ProvoCity has a new waterrights and resource specialist working full-time on water problems. He began work December15, 1970. Through information gained in a class the City Commission attended last year at B.Y.U. an Environmental Committee was organized to study conditions in Provo City and also a resource committee to give direction on resources available in our community. Members of these committees are all citizens of Provo City and experts in their own fields. The Water Departmentcontributes to the General Fund $100,000. each year. NEWCITY CIVIC CENTER The GeneralObligation Bond was voted on bythecitizens of Provo on August20, 1968. The vote was almost 3 to 1. $150,000 wasfor the purchase of park property. The contract for the new Civic Center Building was $3,018,000. Thedifference in this figure will he made up from surplus in revenue departments of the city. Thecity equipmentdid all of the excavating for the Civic Center building at a savings to the city of from $60,000 to $80.000. Construction on the new building began early in 1970. The Fire Department will be operating from the new building beginning October 16th, and hopefully all other departments will move in shortly after the first of Whathas been done in the Police Department ? POLICE DEFARTMENT Forty-eight officers man the Police Department of Provo City. The department is understaffed by 17 officers to meet the national standard, There are 18 reserve officers and 13 schoolcrossing guards in the department. Through the P.E.P. Program, the Police Department has been allocated 9 officers to enlarge the department. Tests were given on October 8th. These officers are hired through the Civil Service Program. The annual budget for the Police Department is $557,996.00, and comesfrom the GeneralFundof the city. The population of Provo has increased in the last 10 years by 48°. The number of arrests were un because of the increase in population but wearelow asindicated bythe National Crime Rate. During the last two years we have received $121,050.37 in Federal Grants. This is through the L.£.P.A. (Law Enforcement Planning the year. (1972) CENTRAL GARAGE In 1971, the new building to house the Central Garage and the Street Department was completed. This building is 380 feet x 80 feet and wasbuilt at a cost of $230,000. This building is completely free from debt. The funds for this came from the General Fund as well as from the Revenue Department. SEWAGE TREATMENT PLANT The improvementof ihe Sewage TreatmentPlantis a comprehensive plan supervised by the State Health Department. During 1970-71, the first phase of up-grading the plant wasfinished. This was done to be ready for the anticipated growth of Provo City. The cost of the first phase was $200,643.67. The second phase of improvement will start in 1972. | Agency) and the L.E.A.A. (Law Enforcement Assistance Agency) which implements the L.E.P.A. and aiso the Misdemeanant Parole Program.
