This makes perfect sense if the desire for an orderly, common-sens- e existence can be dismissed as pure politics. What apparently wasnt political gimmickry' was Carter's own campaign promise in 1976 to you guessed it balance the budget. After a couple of years in office, he seems to have abandoned his pledge. The idea, however, helped him get elected, and if he has forgotten, the American people havent. According to the President, the proposed amendment is flawed and harmful and would truly be asham. Let us put aside his own political intentions in such a statement. Instead we and the President, in considering a balanced budget, should look at die alternative. The alternative, of course, is to do what Washington is continue our present fiscal policy. The President doing says he will try to eliminate the federal debt through pruBut dent, responsible and equitable spending reductions. how is this going to work? Unlike the household of John Q. Public, the federal government is not required to balance its budget. When each and every one of us engage in deficit spending as we find ourselves forced to do more and more in these inflationary-timewe realized the day of reckoning will find us and the debts will have to be paid. The federal government, on the other hand, can blithely spend and spend, knowing it can pass on its debts to future generations through deficit spending and by printing bogus currency. Congress, presented with such an infinite ledger, cant resist the temptation. Programs begun now will be paid for in the future. The vista for expansion seems endless and more government growth inevitable. This is brought home to us when we realize our government, since 1961, has been in deficit 19 times, produced a surplus only once, and during the past four years racked up a $193.4 billion debt. As Dr. Alvin Rabushka of the Hoover Institution said at a recent Heritage Foundation-sponsore- d Capitol Hill briefytg, I find it curious that the notion of a constitutional requirement to balance the federal budget is regarded in some quarters as a radical proposal, an unwanted limitation on the flexibility of the federal government to use fiscal policy in pursuit of economic goals. It is curious because until well into the twentieth century, no one thought an unbalanced budget virtuous. A balanced budget radical? Maybe. The sentiments expressed may be about as radical as those of the American Revolution. , Such grassroots movements on spending limitations, including Californias Proposition 13, are articulations of .a strong, deep desire on the part of the American people to slow down, practice economy, and limit, endless, unmanageable virtues. spending a desire to get back to a few to want to balance your Perhaps it is budget. Parents should be selective about their, kids going to this movie tbo since it has a fair bit of swearing and one small nude scene. (The nude scene was thrown in to give it a for sure PG rating). The basic plot is that a young girl (Susan Anton) comes out of nowhere to forge her way into the 1980 Moscow Olympic Gam.es in an attempt to win an unprecedented three gold medals in the womens three sprint events of Track and Field. Anton, actually plays the part of a 2 woman who was specially raised by her father through the use of a dangerous drug to be that tall and very athletic. Antons father in the movie is misusing her to prove his personal growth theory, while a group of men want to cash in on her talents (If she wins three gold medals) to the tune of $20 million in endorsements commercial of products. However, the agent (James Coburn) wants to save Goldies health, despite what money he could make in the deal. The movie is excellent in portraying many aspects of well-writt- en , 1, 6-- the Olympic games: The winning at any cost, the hard work, the fierce competition and the influx of com- into the mercialization amateur sports world. Plot Golden Girl is not that of a movie and those familiar with the trends of Olympic sports will be likely to wonder how much of the movies plot actually goes on in real life.
