According to workshop sponsors, restructuring of the electric utility industry is currently being discussed in states through- - MMm out tlie country. In Utah, interest in modifying present utility plans are primarily being driven by large power users. Large users would like to leave Utah Powers system to purchase electricity from other generating sources. The commerce departments committee serves as the states consumer advocate, while the Salt Lake program acts as a communityadvocate. low-inco- -based According to officials on the consumer advocate panels, two possible results of utility restructuring are: The generation of power will become an unregulated portion of the utility industry. Customers will have the option of going out on the market to purchase power from sources other than the utility company. According to consumer advocates, two concerns arising from this scenario. First, customers who continue to purchase power from the utility company may be required to pay higher rates because there will be fewer customers to pay for the utilitys fixed costs. Second, utility company expenditures that may be uneconomic in a restructured industry will be discontinued. Related utility company expenditures that may be discontinued under the industrys restructursupport ing include payments as well as funding for environmental, power conservation and customer service programs. Legislation dealing with the restructuring issue will be presented during the 1997 session of the Utah Legislature session.
