Carbon County cannot survive and continue to thrive without an adequate water supply. The precious liquid not only plays a key role in preserving the areas existing lifestyle, but water also constitutes an invaluable infrastructure tool for future economic development. Severe drought conditions have plagued Utah for several years, and the twofold challenge facing Carbon County focuses on protecting and conserving the areas vital water resource. In an attempt to address related problems, local city governments have implemented watering guidelines and payment schedules designed to promote voluntary conservation practices. Last Wednesday, the Carbon commission pledged to pursue higher education mineral lease revenues to develop and water conservaimplement a county-wid- e tion master plan. In addition, the lawmakers awarded nearly $47,000 as 1994 seed money to help subsidize three canal company improvement projects. On Saturday, the commissioners delivered a letter to United States Rep. Bill Orton detailing Carbons position regard- ing Sanpete Countys proposed dam project. The U.S. Bureau of Reclamation prepared a draft environmental impact statement addressing the positive effects Gooseberry-Narrow- s the storage level at Scofield presently only registers at about 22,000 acre-feof the reservoirs active capacity.
