Show THE DEBATE ON THE BILL WE publish today t trona rom the congressional records record the full text of the home rule bill as it passed the rouge house of representatives on friday july jtb by a vote of teas to 41 nays on the motion of mr washburn to suspend the rules and pass the bill which required a two thirds vote in its dav favor or mr 0 D perkins of iowa mr J C burrows burr aws of michigan mr JE B of ohio and mr thos reed of maine made diligent efforts by filibustering to consume the time so that the bill could not pass they made many dilatory motions on which they called for a division of the bon bouse a and fan also a 0 the yew yeas and nays nap but were voted down every time mr Wash burh burb who had charge of the bill abstained from speechmaking speech making so BO as to husband the time until mr perkins perkina made some come grow gross misrepresent adione to which he be replied mr reed read made one of nil his sarcastic speeches in which he be developed the same lack of understanding of utah affairs as he suffered buffered from several years ago and the same game anti mormon 11 feelings and sentiments one extract from mr perkins speech will be sufficient to show his animus and misinformation he said as reported in the record in may of la last lait it year the peoples party an organization under the domination of the church in utah dissolved in a day with the avowed purpose of uniting with wilb the old parties the record of the vote since that time lime however shows that the church in politics is as compact a body as ever be becore ore there is a great deal more of the speech in the same spirit with an equal disrel disregard ard of facts fact and sand assumption ot of information about utah which ex hibit either extreme ignorance or utter indifference as to the truth we quote the above paragraph because the errors it contains are part of the chief stock in trade of the opponents opponent of liberty and justice to utah and were furnished by the liberal boss bon and endorsed by tho the liberal faction mr perkins speech was adeus from the misinformation supplied by 0 W powers and his aides when they appeared before the committees in washington and powers signified his bis approval by sending the annexed telegram to the persons named which is signed by him and seven other SALT LAKE crry CITY july 9 1892 to hon thomas B reed and george W perkins perking house representatives washington on behalf of american democrats in this Torri territory tory we hereby express thanks for your patriotic prot protects bits of yesterday on the floor of the house against the passage of the bill for the perpetuation of mormonism in utah OA L the five thousand american dem hilare only in the Tuso telegrams powers could not scratch up five hundred to endorse his falsehoods when he was drumming up recruits I 1 ts for his bis tuscarora Tuso arora tribe a short abort time ago he only oknee followers and to multiply them by ten now a cloud or of doubt over the claim of lew lea than two months ago now as to the mistakes of mr perkins we will not atop to say ranch much about the peopled people a party being under the domination of the church 12 one of those old fictions which it does not matter much now whether it is believed or not but which answered very well for liberal campaign matter in its itis time but the statement that it dissolved in a day is utterly and palpably false and everybody who knows know anything about the facts is aware that it is the published proceedings of the various county organizations at different differ ert dates are sufficient answer to the story in the first place the of dissolving the peopled people Is party and its members aligning themselves with the respective national I 1 parties had been discussed among them for years particularly barly had this been a matter of debate among them for three years next previous to the dissolution but while it was admitted that this was inevitable at some time the majority of the party and of its influential members member did not believe it was prudent to dissolve until the events took place which occurred after the public illon of the manifesto even then the dorkof work of dissolution was waa gradual the party in weber county and ai in salt lake county resolved to divide as republicans and democrats the county committees advised this in meetings called to discuss the question then the territorial central committee met on published call and duly considered the matter and decided to advise advice the party to dissolve thatah that ad vice was adopted and carried out in the respective county organizations and the discussion which followed and aad in which so much strong party feeling was eni engendered tendered was the consequence of that gradual action these are the simple facts they have been distorted and lied about bv the liberals to prevent the establishment both of republicanism and democracy and perkins has but repeated the liberal 9 1 falsification we would like that gentleman to furnish a leaf or two from the record dl w which shows that the church in politics is compact as pom pact a body as ever before this statement to is of the same character as the other and came from the same disreputable source the record of the vote since the dissolution of the peoples party proves the exact contrary of mr perkins ns assertion he has han simply been played upon by powers and aid his bis tribe or has he adopted these statements as the only excuse he could for opposing a measure which he claimed was proposed to turn the government of affairs into the hands of the mormon church 91 of the merits or demerits of the home rule bule bill we do not propose now to treat but we have taisto this to say the gentleman who opposed it in the house misrepresented its provisions ana aad also the people whom it was in londe tended I 1 to benefit it would have been better tor for their reputation if not for their cause caus if they had bad attacked it on its actual features and shown it up as an im improper proper or inexpedient measure by tair fair state statements meAts and arguments As it is his renia remarks i tend to help the bill instead of demeaning it sod and the filibustering bu which accompanied them indicate a weak cause and a similar effect |
