city gentlemen in discharge of the duty imposed on me by the city ordinance I 1 submit to you my second annual report the business of our oil city has become so extensive and its departments so eo numerous and important that it is impossible to condense into a brief report any considerable pirt part of the details of the city business offid and affairs I 1 am relieved from the necessity of such an attempt by the reports from the various departments of the made to me and submit herewith as a part of ny y report these department reports me ample to show all the details of the holiness biness of the city in the several departments part pW ments meats the expenditures in each feam what source ft I 1 A THE CITY INCOME has been derived and how and for what it has been disbursed any citizen who desires any information as to the operation in any department can obtain it from these reports and I 1 recommend that they be printed in full for the information of the public I 1 shall therefore limit additional statements to matters ot of general plans and purposes and to the general effect of our management of the affairs of the city during the past year the general stringency of the money market during 1891 affected the city finances unfavorably its immediate effect was felt in the sale of our CITY BONDS and ana although its effect was less ae severe vere in salt lake city than in most other cities it has undoubtedly affected our general revenues through its depressing effect in general business we have no reason for disappointment at our financial outlook while we have needed and still need considerable sums for permanent improvements the reports reports show that when they jire made an and the FUTURE growth and development of the city provided for its revenues with a moderate rate of taxation will meet its expenses and interest on the bonded debt within a few years the city will have a large revenue from water service at present the revenue is comparatively ively small on account of the water credits given for assessments to extend the system As these credits are paid off the cash revenue from the water service will annually increase and the water system will represent a large capital invested and yielding revenue two years ago and even earlier it was evident to all that extensive public improvements were required to an amount far in excess of what the annual revenue with a reasonable rate of taxation would meet and that good policy required these expenses should be extended under a credit system and to a time when the growth of the city would make payments comparatively ively easy the whole BONDED DEBT OF THE CITY Is now with the increase in wealth aud and population which the city must surely have will not be burdensome in the future and the interest in the meantime will be within the means of the city i of all the needs of the city it is universally agreed that an adequate supply of water is the fint and most moat important with this the citizens can endure th the want of other and without it other improvements are to little purpose of the revenue expended last year the sum aum of over four tenths of the whole expenditure was expended in extensions and ance of tha water service for the capitol hill reservoir and for water supplies including udini work to developed dev elope an increase of water the parleys conduit is in now about completed and is a PERMANENT AND substantial piece of work and reflects great credit on the city engineer and board of pub lie works under whose supervision the work has been done during the past two years the waters apply has ha been con sider ably more than doubled and the growth of the city provided provided for till the population ti on is double what it is now but for the growth mind and requirement of future years further provision should be made land and the full and comprehensive report of the city engineer on the subject is worthy of careful consideration on account of the importance of the mat ter and the interest felt in it by the public I 1 quote a portion of bis big report in emigration canyon but LITTLE HAS BEW BEEN ADDED to the work during the ther year 1890 and fully described in my last annual report the work then done has proved most moat serviceable the past season as without the water supplied from this source the scarcity of former years would have been experienced in my last annual report it was recommended that Par parleys leyJa creek be brought into the city by means of a masonry conduit at an estimated cost of this was subsequently authorized by the city council and the work has been practically completed at a cost considerably below that estimated and authorized As a full report of this important work cannot be made at this time and a partial report would be misleading I 1 will make it a subject of a special report as soon as the work shall have been completed in the meantime I 1 ASSURE YOU that this Is the most creditable and en during work ever undertaken by the city and must remain a perpetual monument to the wisdom of the council under whose authority it was inaugurated augu rated through it a stream equal jo in quality and exceeding in vot vol ume that of city creek has been added to our water supply through the pipe estem system making it double what it was waa one year ago and increasing creasing ia the supply of two years ago by more than one hundred and fifty per cent from the streams now made available we have an ample supply in seasons season of greatest scarcity for a population of ef all to is of the PUREST MOUNTAIN brought in by gravitation through works of the most substantial and enduring character and rie requiring quiring the least possible outlay for operation and maintenance in brief the change effected in our water supply during the past two years has baa been to provide a generous and at all times clean and aad pure ure supply for a population of f in in place of a meagre and at times muddy supply for a population of only 11 of the amount expended in 1891 for extending the water service the sum of was collected by assessments and water credits given for its repayment payment re as previously explained the details of the WORK FOR FOB THE YEAR in procuring water are set met forth in the city engineer s water master and superintendent of water works reports abe ime water mains and service have been extended to some parts of the city not yet thickly inhabited this in the end will prove to be a good policy when the demand for city loto lotis for occupation cu pation becomes active their improvement pro will be greatly facilitated Ero by y the fact that water is within their reach no one will improve or try to occupy a lot where water cannot be procured and nothing more strongly invites improvement than a good water supply the reference to expenditure for water supplies and service above made are re EXCLUSIVE OF THE AMOUNT expended for the maintenance and improvement of the irrigation system for which the sum of was ex expended ended in 1891 the the want of good sidewalks was one of the things which required special attention duag the past year there have been constructed nearly eleven miles of permanent sidewalks the expense paid bythe by the city for crosswalks cross walks and its share of the sidewalks is against for like purposes in 1890 the good result of this work is so ao apparent that no comment is necessary and the sidewalk system is now in such a forward condition that it will not require a large city outlay in any one year and it can be carried on yearly as cincu circumstances na stances may rf require quire sewerage la in one of the important things required in the system of improvements prove ments mente it was begun more than two years ago the past year was expended for this pur pote ee of which was received from special assessments the system is well organized and in PROGRESS OF EXTENSION RA as fast as lowal districts call for it and are ready to meet their share of the expense when the system is extended and the flow to the outlet increased and it is in not improbable and that difficulties in the handling and disposition of the sewerage at the terminal may arise and necessitate considerable expense unless some practicable method of converting the sewerage la Is devised the length of sewers so BO far constructed Is IB f feet or 16 43 miles BUT LITTLE HAS BEEN DONE toward paving the streets so 80 many things were required that all could not be done at once and water side works and sewerage naturally come before paving but few streets were ready for paving or the people ready to incur their share of the cost coat the work of paving commercial street with asphaltum was begun late last fall fail and was completed this spring and so 80 far has given entire satisfaction A contract has been awarded the pacific paving company of utah for putting down a bituminous rock pavement on state street between south temple and fourth south streets considerable props preparatory work has been done and the work will be hurried to completion as soon as favorable weather will permit the report of the police department shows shown the force has been active and abid efficient in its public service the expense of the department has been an excess of over the expense of 1890 there has been at times thees a want of harmony in the force which resulted IN A MIE misfortune FORTUNE very greatly to be regretted it is believed harmony has been restored and there is no reason to think it will not be maintained the force to Is smaller compared to the population than that of most cities and the large district covered by the city in comparison with its population prevents any efficient patrol beyond the central part of the city it is probable the force will have to be increased or some auxiliary force provided for under the charge of the department to patrol parts of the city which the limited force can not efficiently reach A comparison with some of duj neighboring WESTERN COTIES CITIES may not net be out of place to show our city has not as large a police force for its size and population as it should have salt lake city total number of police 38 portland denver omaha 91 the fire department is in a most efficient and satisfactory condition it was waa increased and well organized in 1890 in 1891 its expenses were being less lees than in 1890 of the expense for 1891 was wae permanent improvement leaving only for maintenance when it to is known that denver appropriated last year for the support of its fire department amaba and portland oregon it will be seen after making allo allowance wince for the difference in population that this department part ment Js is on an ext exceedingly ee economical basis the large amount of work done on the streets street in 1890 has shown good returns in 1891 they have been kept in good repair and a large amount of new work done at a cost including PRISON LABOR LABOK of 39 37 this is per auditors report of less 2500 paid for ground for streets the expenditure on streets for 1890 was it Js is found fouad that it is easier and cheaper to keep sprinkled streets in repair than those not dot sprinkled and that in addition to the increase of comfort arising from sprinkling and its value as a sani tary lary measure it brings some returns in aiding to keep the streets in ID good con last year the street s sprinkling service was increased considerably at a cost of about one half more than in 1890 the amount of was expended in work ad abd improvements on the city cemetery it has been greatly improved in the last two years year ania and further improvement can now be con tinned with a moderate outlay after perplexing and annoying delays in regard to the erection of the joint int city and county building on eighth eighth ward square the contract for construction was let and the concrete work required in putting in the foundation is nearly completed it was wag recently ascertained that the contract for construction was not secured by a bond with the sureties the contractor had agreed to give and that he had not in this respect complied with the terms of his bid and contract the defect in the bond was one which would not be suspected or discovered by ordinary care and it tended to show DECEPTION AND BAD FAITH and leads me to believe and I 1 think the joint committee will come to the same conclusion that it is unsafe to let the contractor proceed with the work even under a good bond biddings for the construction should be advertised for at once and contracts let so that there may be as little delay as possible in carrying out the work there is no pecuniary low loss as a full payment for the work done has not been made the committee a pointed appointed by this council to act jointly ath a committee from the chamber of commerce to prepare a new or amended charter for this city have completed their work and it to is now before the legislature if this is adopted IMPORTANT CHANGES in the city government and in the methods of conducting its affairs will follow the many defects in our present charter the want of power to enable the council to pass pan and enforce many ordinances which would be of benefit to the city and its citizens the dissatisfaction arising out of the method of we assessing essing and collecting taxes these and other defects the committee have sought to remedy in the new charter it will also give the mayor powers which rightfully belong to the office under the present charter the mayors power is exceedingly limited and he is frequently blamed and held responsible for evils which it is not in his power to cure I 1 have only refe referred gred to some of the more prominent departments depart menta of the city work but without any purpose to review or even summarize the department reports anyone desiring information as to the AND expenditures in any department will find all the details in the accompanying reports and will not be satre satisfied fied with an imperfect summary whatever may be the result of our control of the affairs of the city during the past two years we now approach the end of our term with the consciousness that we have labored for the good of the city nor do I 1 think we need fear an examination or just criticism of our work we fou found ad a city rapidly increasing in wealth population and business activity when all kinds of public improvements were needed its ta water supply was in inadequate d e for any considerable growth this lists has been increased one hundred J 4 and fifty per cent and the water 7 service baa been more than doubled the streets have been greatly improved and a considerable part of them sprinkled the service for lighting the crinkled e streets street has been bettered and greatly extended bithe the city was practically without sidewalks and it now has over thirteen milen of permanent walks walk the sewerage system has been carried OB and extended as fast as practicable the fire department has been enlarged reorganized and in an effective and satisfactory condition an efficient board of public works BAB aab BEEN ORGANIZED also a board of health so that the sanitary condition of the city has been greatly improved every part of the city ald ld every branch of the public service will show that we have not been idle and nd we may justly claim the city which our citizens knew two years ago is not the city of today ny my personal thanks are due to the members of the council not only for the assistance they have rendered to me in the discharge of 0 my official duties but also for the uniform kindness and courtesy extended to me and I 1 feel assured you will
