Show CITY COUNCIL the regular weekly session of the city council was held tuesday evening november mayor scott presiding the following councilmen were in attendance spofford karrick pendleton tuddenham young hyde hardy jarres james parsons lynn and Fol folland liand absent Pic pickard karil anderson and heath I 1 PETITIONS were read and referred as follows retail clerks union no 27 asked that henry roberts roberta be appointed superintendent of stone work on the joint city and county building referred to committee on unsaid said building H B eldy asked that certain taxes erroneously paid by him be refunded committee on claims J J mccluskey and others asked that W H ford be given a position on the police force referred to the mayor the brigham young trust company fileda filed a protest against the granting of a license to erect a variety theatre on commercial street either with or without the privilege to sell liquor aliquo also that no more liquor licenses be granted on that thoroughfare committee on license L C trent represented that he owned certain real estate near capitol hill and asked that the city purchase the same committee on public grounds M H walker and others asked that first west street be opened and traded between ninth south ana roper streets committee on streets kelsey and gillespie asked that proper street grades be established reestablished by the city engineer on eighth and ana ninth south streets as far as thirteenth east street granted william F colton and others asked that fourth south street between tenth and thirteenth east streets be graded and graveled detective franks represented represent ea that he was now organizing a public patrol system and asked that he be appointed a special officer without pay from the city for that purpose united states Commissi commissioner greenman and a large number of other prominent citizens asked that the petition be granted committee on police william fuller asked that the city be instructed to allow petitioner tit ioner to use water from the decker ditch claiming that he had a right thereto committee on irrigation lehi pratt asked a rebate on merchants and liquor license committee on license the amalgamated society of carpenters asked that henry roberts be appointed superintendent of stone work on the joint city and county building referred to committee on OB said building john smith and others asked for an extension of wa termaine water mains on black street committee on waterworks water works everet W wilson asked that certain taxes paid by mistake be refunded to him laid on the table W F gow goss represented that his property was being injured by the sewer refuse being deposited upon it he asked that he be granted relief forthwith committee on sewerage and irrigation the brighton and north point arri gation gaon company asked that the city construct a flume over the jordan and salt lake cana canal as per agreement committee on irrigation with city engineer associated jesse W fox and others asked that the great salt bait lake hot het springs railway company be compelled to grade and abud gravel third west street according to agreement committee on streets charles lange asked that his liquor license be transferred to B K bloch company bom pany granted barnes byrne asked that clifton clifto n A reid be appointed a special police officer for the warm springs property granted W T gunter asked for for personal injuries and damages done to a horse and buggy by driving into an unprotected trench near the warm springs committee on claims milando pratt asked that he be allowed to complete payment on certain property purchased by him from the city in plat J Grall granted ted THANKS A comma Di cation was received from the board of education expressing thanks for the adoption of its resolution prohibiting saloons to be conducted within twenty rods of any public school received and filed EXCESSIVE CHARGES mayor scott represented that complaint had been made of the excessive charges exacted for removing the contents of cesspools ces spools and he recommended that the matter be referred to the committee on quarantine and sanitary regulations granted A communication was received from the rapid transit street railway company stating that it preferred th tb lay its portion of street crossings by private contract received and filed THE appointment REVOKED mayor scott presented a written petition in which he asked thattie that the appointment of special police of officer aicer cunningham be revoked granted FORM OF CONTRACT the board of public works submitted a form of contract between the city and william harkins Har kina to con a conduit to carry storm and irrigation water across second and third south streets adopted HE CAN FLUME the committee on irrigation to whom was referred the petition of P lyon asking that he be allowed to flume the canal passing through his property recommended that the petition be granted adopted POUND REMOVAL the committee on markets reported on the matter of the removal of the pound from the eighth ward square as follows fol lowe that we have a proposition from downey and donnellan for the use of their erty on second east street for a pound without expense to the city also a proposition from john C mattox to fill the position of and city without cost to the city the fees to individuals in each case being only those now provided by ordinance we recommend that contracts be entered into between t the he city and said downey and donnellan and said mattox as above indicated lodica ted and that the city attorney be in strutted ted to draw up said zid a contracts and draft the necessary ordinances to carry the above changes into effect also that the ordinance removing ilie the pound from the eighth word ward square be pawed passed to take tabe effect at once and the property of downey and donnellan be made the city pound until permanent arrangements be made for the same adopted TO PEDDLE FISH the committee on license recommended that the petition of hana hads ilson nilson N Nil sonto to peddle fish be granted adopted TO PREVENT adulteration OP OF FOOD A communication from the chamber of commerce was received to which was appended the following resolution resolved that it is the sense of this meeting that that the proper authorities should enforce the laws and ordinances against the sale in this city of adulterated articles of food and drink and of illuming sting oils referred to the board of health STREET GRADE the committee which had under consideration the petitions of the he salt lake dramatic association lindsay sprague and mrs charlotte 1 I kirby recommended that in front of the properties of harriet partridge charlotte berties I 1 kirby 0 C cobb the social hall property on the east side and the sprague property on the west side of state street the city remove the dirt which was placed there by the sidewalk contractors and construct in front of the properties a good cobblestone reining wall with a flagstone capping also around the deor and windows of the theartre Theat tre retaining walls with suitable capping the work to be done at once adopted I 1 LICENSE REPORT the committee on license reported as follows that a rebate on the liquor license of george boggs A co of 17 be granted that ahvan dam be given permission to transfer his bis liquor license to george henry that a rebate of on license be allowed to charles TF nelson that fred S hadra be allowed to transfer his license to morano Ca capoccia Capuco ia adopted LAID ON THE TABLE the application of greenwald and livingston for a saloon license at state street was laid on the table for one week TO SUPPRESS GAMBLING AND prostitution I 1 I 1 the following resolution was read by recorder jack whereas this council recognizes that it is the duty of the police department of this city to enforce strictly and impartially Y all tile the laws and municipal ordinances including those pertaining to 10 gaming and houses of prostitution aud and whereas by their neglect of duty in this particular the chief of police and his subordinates have brought and are bringing scandal upon the administration of the government of the city and whereas further their neglect and disregard of their duty in this respect has been made the occasion of judicial censure and the attempt on the part of the grand jury iury and united states marshal to enforce territorial statutes on this subject and whereas cereas this condition of affairs is to be deplored in that it tends to bring the municipal gov ger into contempt and to promote ill feeling and jealousy among officers of the law who should operate cooperate co for the protection of the citizens now therefore be it resola ed that it it is the sense of the council that the chief 0 of police should and be is exhorted that it is his duty to enforce all the laws and ordinances of the that those words worda be stricken out the motion was lost by a vote of 7 to 4 scott boott I 1 think that the amendment offered ww was a very reason able one and I 1 cannot understand why it was defeated lynn warmly neither can 1 I it seems to me that such duah action is unnecessary and u unjust D j us t hyde these thes e t two w 0 flagrant offenses have been particularized simply because of the lax enforcement of the laws prohibiting their existence folland 1 I think that the words wordis gambling and prostitution should remain for the reason that the marshal b has not sought to suppress th ose evils with the diligence which should characterize his bis office young it to is true that the resolution calls for the ea enforcement of all the ordinances but these vices have been specified BENCH WATER QUESTION AGAIN E 0 matthews and others asked for the extension of water mains on the north bench along B E F G 1 H I 1 J a and ad K streets between ninth an and 3 thirteenth streets along C and D streets from eleventh to thirteenth along L and M between eighth and thirteenth streets from city creek canyon to M street spafford I 1 move that the petition be granted parsons I 1 move that it be referred to the committee on waterworks water works young it is practically the same petition which has been disposed of petition here ere in different forms a number of times the last tew weeks I 1 am opposed to it being referred to any corn com cittee I 1 move that it be tabled mayor scott it Is a new petition and I 1 shall so rule lynn I 1 think the petition should be granted folland I 1 think it should be referred to the committee on waterworks water works as there seems to be a qt question motion whether the petition is a now new or an old one spafford we know all about it and I 1 am iu in favor favor of granting the prayer of the petitioners petition ers at once irwill it will benefit fifty families above the present water system young that does not agree with a statement made here once toy by mr james who said that be went over the bench and made a careful examination and only found four families who would he be directly bene fitted by the extension of the system at present I 1 doubt whether fc ere are more than that number of people living there the proposition for the city to expend thousands of dollars in extending the water to a few goat ranches is in my opinion absurd I 1 will venture the bertion Ver tion that not one of the residents 0 on n t the be north bench have signed the petition it is 19 a speculative scheme parsons parson s it to is only a question 0 whether or not the city wants to derive any revenues from that locality by encouraging cou raging settlement there hardy the city abare fl are the water our supply last summer was entirely inadequate on the upper floors of four and five story buildings I 1 dont want anyone to go without water but I 1 am not in favor of taking it away from the legal owners and giving it to those who have no right to it james my position on this question is just the same now as when we voted bonds to make the extension last spring I 1 believed it illegal then I 1 believe it illegal now I 1 have always contended that in every city the water belongs to the original isial gators we have no righetto give it to speculators on motion of folland the matter went over for another week LICENSE ORDINANCE PASSED the ordinance amending the license schedule which was read at the latt last meeting of the council was wag amended by striking out the following that section 41 of chapter of said revised ord ordinances I 1 relating to merchants licenses be and is hereby repealed therill the bill then passed it takes effect at once WEST TEMPLE STREET RAILWAY young moved to reconsider the vote whereby a franchise was denied the salt balt lake city street railway company for a right of way on west temple street spafford declared that the motion was vas out of order but the mayor decided otherwise mr then offered an amendment providing that a single track be laid on west temple street from ninth bouth to roper street and that the property owners there dedicate a strip of land ten feet in width on lynn spafford 2 A misdemeanor A bill to amend the ordinance creating the office of city engineer then came up it makes it a misdemeanor for anyone to commence improvements improvement on any lines of
