reported that he had examined the petition of C M hammond and others asking that a deed executed to joseph E mullett by a former mayor as trustee under the townsite act and in which there was an error be reissued according to law adopted and mayor authorized I 1 to execute deed SEWERAGE COMMITTEE REPORTS committee on sewerage reported favorably on the petition of john E busby and others asking for an ex tension of sewerage mains on busby avenue A venue adopted sewerage committee reported favorably on the bill of the salt lake city railway company of for supplying electric current for operating sewer pump for eight months ending december 81 31 adopted and amount appropriated dog tax collector silver in a lengthy and laughable report stated that he had collected in dog doff tax for the month of december also that some of the police officers kept dogs without paying tax thereon this was an in injustice justic to the city widows were obliged to pay taxes on canines municipal officers should not dot escape piled filed councilman hall introduced the following resolution resolved that the marshal Is ia requested to report to this council what action he has taken towards enforcing the ordinance requiring ring a license to be paid on dogs as requested by this council some three months ago adopted OF COMMITTEE ON improvements PROVE MENTS the committee on improvements improve mente reported OS as follows your committee commit ee on improvements to whom you r referred back the attached papers and reports in regard to engaging an architect for the city and county building with request that we confer with the county authorities as to the propriety of having entirely new plans prepared respectfully report that we have consulted with the committee representing the county in this matter and at a joint meeting held Dec december embr 27 it was voted to recommend to the city council and county court first that they proceed to erect the joint city and county building on the specifications as may be required provided a contract can be made with mr Ki kletting etting that will be satisfactory to both parties after that action of the joint committee the plans for the building were placed in the hands of mr wetting kletting for examination with the request that he inform your committee as soon as possible as to the terms of a contract under which he would undertake to revise and perfect the plans and specifications and superintend the construction of the building studding he ha has notified your committee that after a careful examination of the plans he adheres association were read NW resolutions to the honorable mayor and cit city council and selectmen of 91 salt lake county gentlemen we the undersigned undersigner under signed architects of salt lake city nave have been informed by competent authority that the former resolutions adopted by us and presented to your committee on joint county and city building have e never been acted upon and we respectfully request that this matter be considered and action taken there on we believe that we are entitled to some consideration in this matter we further farther understood that preference for the work has been given to one architect regardless of the rights of the resident architects and taxpayers of this city we still further farther understand direct from the chairman of the building committee that he is not in favor of ny any open competition in this affair and nd suites states that he is in favor of a certain architect first last and all the time we are opposed to this on the ground that one man should not be omnipotent in this matter win again the favored architect candidly declares that the council as a whole has nothing in whatever to do with the matter this his we oon consider sider a step in ia the wrong direction as it is not only a great injustice to the architects of akis this city but to all taxpayers as well in a public building the best possible results are obtained by knowing what is wanted and the only method of securing success in such work is by an open competition whereby many ideas are advanced which will be of benefit to all concerned whereas if only one plan to is taken the results are far from satis satisfactory facto ry we further farther respectfully request that your committee be instructed to conier confer with our committee and formulate rules etc for guidance in the compe for the joint city and county building therefore we have adopted the following resolutions resolved that the best beat structure gon possible both in design and construction is required for a joint city and county building resolved that the joint city and county committee leave the matter of designing design designing ig plans to a free and open oom competition petit on and select the best design with the assistance of experts on such matt matters erg resolved that we architects citizens and taxpayers of salt LAG lake city and county are entitled to consideration in this matter and deem it a great injustice if such anch consideration be not shown us resolved that we stand ready to appoint a committee of architects to confer with the buildt building e committee m cittee to formulate some plan lo 10 for r conducting 0 an open p M competition it if desired and are willing ng to do this in such a manner that it will be no expense to the gity and aoun county t resolved that t a comm committee attee of five be appo appointed inid to present these theae resolutions to the honorable mayor city and selectmen of salt take lake county utah at the conclusion of the reading of the resolutions councilman hall rose to a qu question astion of privilege he said the imputation hurled at me as chairman of the committee on public improvements that I 1 am iu in favor of mr kletti kletting ng first last and all the time Is ia false 1 I naver never made any such statement and I 1 challenge any man or set get of men to prove it architects M D kern and fred hale at this juncture sprang to their feet exclaiming you made that statement to us councilman hall I 1 did not you are mistaken I 1 again ebalie challenge Dge you to wove prove it mr hale you made that statement to me mr kern and to me councilman hall excitedly I 1 deny it I 1 deny it you are both mistaken I 1 never intended to exclude local architects from competition in ID the proposed new plant plane for the joint city and county building but remember this mr mayor and gentlemen of the council that in conferring with mr kletting with a view to employing hlin him to revise and perfect the apponyi plans I 1 was acting according to instructions contained in a resolution passed by this council less leea a month ago you also remember that the apponyi plans have never been rejected they have been severely crit hut but that is all until they are rejected it is folly to throw the matter open to competition the proposition of mr kletting is in a fair one land and I 1 see no reason tor for changing my mind I 1 have spoken warmly but I 1 do not wish to beer bear the entire burden of blame councilman parsons in j justice to mr hall I 1 will say that sometime since we met in joint session with the local architects and at that meeting it was decided to open up the matter for 1 mr hall was not present councilman hall HAD was it a secret meeting councilman parsons warmly no sir air it was not councilman hall was it a caucus councilman parsons no sir air it was not a caucus either I 1 repeat the local architects were present I 1 say right here emphatically and openly that mr hall has no right to call this council to account for its ita action I 1 am surprised that he be should do so I 1 move the rejection of the report Council councilman mau james I 1 should like to ask mr hall how the vote of the JO joint int committee stood councilman hall the vote stood four to toane ione councilman james the rejection of this report will throw the matter back to where it was wad many months ago competition should have been allowed iv IP the incipiency of f the matter to allow it now means a total loss 1088 of the woo already tx expended on the plans tate course if pursued will also without doubt result in a rupture between the city and county and the bhe joint building plan titus thus be defeated I 1 am in favor of the adoption of the report on motion of councilman pickard further action in the matter was deferred until friday evening next when a special meeting wih be held for further of the subject t THEAT LICENSE councilman pembroke with ref arence eren ceto to the request of perry company who at the last session of the council made application for a liquor license and were refused I 1 believe and say that the application war as defeated by the city attorney unwittingly misleading some ot of the members of the council two at least who would have voted in favor of granting the license had it not been that they drew the inference from colonel merritt remarks that he was quoting from a decision of the supreme court of the united states I 1 am now told that the cue case referred to was a california decision our law on the granting of liquor licenses is entirely different from the law of california I 1 move that the petition be granted city attorney merritt angrily I 1 |
