I 1 have sent each of you one or two copies of he new dew school law jaw bound in with the biennial report of the commissioner made to the last legislature I 1 have also sent you enough copies of the school law to enable you to furnish one copy to each school district the copy should be preserved by the clerk and brought with his to every meeting ot the board it was my desire to furnish every trustee with a copy but the number allowed to be painted will not justify this the new school law is somewhat indell nite and confused in its require ments and provisions and it will be very necessary that each of you and each trustee studs stud it with care i to so as V to comprehend its general scope and its various requirements in ila endeavoring to reach correct ins avi ions ot of its diff different brent sections nu nii ni i provisions and aad to reconcile and aDd harmonize the whole it is necessary that there be kept constantly S the fact that the law was intended J to give and to establish free schools throughout the territory that is the first solid rock upon which to 1 build any interpretation of the vari I ous parts of the law and we must conclude therefore at the outset that under no circumstances can tuition be required for the admission of any J child of school age in the district or city where he be or she lives and no DO child can be refused adMi admission to or discriminated against in any dis brict school of the territory the greater part of the school year of 1880 90 has been under the old 1 law jaw and consequently the statistical and other information has been gathered under it I 1 have therefore i deemed it proper to use the old forms of statistical and financial reports for this year and the blanks have heretofore been forwarded to each of you section 61 51 of the new law jaw requires that the financial report shall be sworn to by the trustees this oath could be endorsed on in the back of the report the form of the report as to the sch ol 01 aly called achoo imant wp 5 qa affe dot different from the old form this is bo ao done in order to comply with the requirements of the new school law which provides that the report shall show age the color of f every child of school age and whether the child can read and write in the column regarding the te latter in the tb school boards report I 1 have suggested that the words yea or no DO could be used in answering the question as the word and connects the word rend read and write in the question ln in your reports to the commissioner you may give only the number who can call read and write all not so counted will be deemed unable to read and write As to color you can follow suggestions found at bottom of school board it is a tedious work but it is a requirement of the legislature and should be performed with conscientious ease and should be bet made full complete and accurate it will be necessary for the anuw aerator to visit every home and babl babi tation in his district and by personal inquiry and observation obtain the tb necessary information the census is by the nt n w law to be taken IW 3 mediately after the day of july and he be completed before the last jast of 0 the month it should be placed i 10 your brands bands at the earliest moment to enable you to comply strictly witt with the requirements of the new law which provides that your report be madu made tu loses its worth I 1 would ask therefore that each of you urge upon the trustees of each district tile the great importance and lleces necessity sity of their having these reports made full complete and accurate and that they be made promptly and forwarded to you promptness is necessary to enable you to make otake up your reports to the commissioner ioner the trustees census report should be oe made in duplicate one copy to bab TO retained by the board for future reference and the other copy should be forwarded to you your reports of various kinds should be made in co plicate one copy to be by you retained and the other to he be forwarded to the commissioner I 1 desire hat you shall immediately ly if you have not already done so call all the attention of the school trus tees 8 of each d september giving a general genera summary of the condition of the schools under his together vi with each inform atun a as he be may gather from the teachers school officer ers and others regarding the work ing 8 of the law aud anil wherein changes 1 are e needed and regarding school work rk generally such report might embody whatever recommendations he or any teacher may have to make as to amendments or modifications of the school law or the interpretations thereof and what he or the teachers think of the present text books or of other text books not now used also whether any recommendations regarding the form size or character of school registers also the opinion of teachers as to t or punishment I 1 should like also to know whether there is any difficulty in the chil children dreu being supplied with school books and stationery and whether there be any plan for making improvement pro in this regard also as to the school facilities and accommodations and whether the school house is so situated as to be accessible to all such reports should always show whether the persons who have attended the normal department of the university of deseret Desere fc have complied with the requirements of the law by offering themselves as teachers and generally give the opinion of the superintendent as to the benefits of the normal course to those ahoi who have pursued it and thereafter followed teaching within the superintendents su perin tet dents jurisdiction or under his observation A report of the character suggested for each superintendent would be very gratifying to the commissioner and not only be a great aid in hs making his annual and biennial reports but also a means of further improving the system and advancing ad vanc the cause of education gener ally throughout the territory irhe the law requires that the commissioner furnish in information formati on regarding other than district schools it is necessary therefore that the superintendents do they their utmost to hunt out every school other than an ic kavo the commissioner commis lioner giving the name and postoffice post office address of principal also whether such school be denominational or not I 1 sent out blanks for this purpose this spring and the county BU 1 perm tend en ta generally at t once supplied the necessary in formation here and there however how ever a superintendent bad a lack of interest generally in the subject or of education and made only imperfect reports there are schools in various cities and tow townsand asand in tile the con country which are not connected with any church these should be reported also it is a very difficult task for the commissioner to obtain the necessary information from church officials or ministers some of them are very willing but others seem careless and indifferent the last biennial report of the commissioner missi will show how imperfect were the dates as to the denominational schools and it showed the great need of the commissioner not depending for information entirely upon church official or ministers I 1 hope therefore that every e v ery superintendent in intend enu will make it n r is ais business during the year to learn the feces sary facts in regard to every private school whether the same be denominational nomi national or not it is desirable that each of you acknowledge the receipt of all blanks and other documents that you may receive from the commissioner otherwise he is in the dark as to whether you receive thern them or er not in some instances where the dum number is very large the allotment is di divided in two or more I 1 packages ack ages if the number and kind of blanks received be stated the commissioner will know whether what hassent was received or not immediately upon the discovery of the lack of any ady blanks it will be a favor to me if you will immediately notify me designating we number and ki kind n d of bla blanks n ka needed th is sh u ld id never be delay edas I 1 am sometimes short of blanks and it is necessary to get more printed and this requires time I 1 am not at ent eat well supplied with blanks for county superintendents annual financial and statistical report blanks for the coming year may be somewhat different it is not advisable to go to the expense of printing I 1 ng any more of these two kinds kingsun u n less it be absolutely necessary if therefore either of you need either county superintendents annual financial or annual statistical report blanks let me know immediately otherwise it will he too late to have them printed aud and if any of the county superintendents have more of either of these blanks than he needs he be will confer a favor by forwarding the same to me I 1 would be pleased if each of you would notify me at the earliest opportunity port unity about the number of school teachers term report blanks you will need for use to the of january next and as near as possible how many such reports sent to you no certificate should he issued to any person to teach until he or she has passed the examination therein required all recommend abiol 43 of the county examiners to the corn com missioner misa ioner for first grade certify pates must show that the party recommended mended has passed a satisfactory examination in physiology avid and hygiene with special reference to the nature and effect of alcoholic drinks and other narco les upon the human system I 1 desire also to call your attention to section as some trustees do not seem to notice it this section continues in force and
