annoyance of the business men west on second south street committee on streets petition of james bush asking that some action be taken in i n regards to a former petition for injuries to a horse committee on claims petition of margaret B harvey to have an electric light placed in willard court between west temple and first west on sixth south street committee on improvements petition of A keysor to have his license transferred to park erand er and depue committee on license petition of B G fox for injuries sustained by himself and wife wi fe on 0 n account of his horse stepping in a hole in a culvert at the corner of south temple and fifth east streets committee on claims cla ince petition of W 8 martin calling attention to the condition of fifth south and fifth west streets street and asking that said streets be put in a suitable condition for travel committee on streets petition of supervisor paul for authority to repair the old mill property on first east and north temple streets where the city stock is now stabled authorized petition of N L webb to have a bridge built at the intersection of state road boad and roper street committee on streets A miner made a verbal petition asking for a rebate of taxes on the property of thos harris deceased as the family are in destitute cir eum cu instances stances committee on finance petition of the salt lake city brewery company asking th that at the time allowed for their temporary malt building to remain on its present site be extended to eighteen months granted on condition that petitioner furnish bonds that they will remove said building at the expiration pi ration of that time john W snell stated that he had a contract for a water tunnel feet long feet of which is now completed As it hafl haa been intimated to him that the council prefers the work done elsewhere he proposed that the city pay him the 26 20 per cent retained and then that he would do the work on a tunnel two miles further up city creek the matter was referred to the city engineer A proposal of W W diel to bore two wells biear near liberty park was referred to the committee on water waater works petition of arthur M nelson and others asking for the opening and improving fourth east street between ninth south and roper streets was referred to the committee on streets the city attorney filed a report i i regarding the right of the council to compel the rall railroad road to employ flagman at street crossings in the city he introduced an ordinance governing the matter the following report of city recorder hyams was confirmed to the hon mayor and members of the city aty council gentlemen I 1 beg leave to report that the notice of intention of extending the water mains on the fol following lowin named streets to wit first east ani and eighth south streets tenth east from the center of third and fourth south to fifth south streets and sixth east from the center of third and fourth south to fifth south have all been published according to law and ordin ances in such cases provided ther only objection filed being to the ex f bension of sixth east street the number of square feet represented in the district of the proposed extension is the number of feet protesting being all of which to is respectfully fully submitted louis louia HYAMS recorder A protest from mrs ann alan long liong and others objecting against the extension of the water mains on sixth east street from the center of third and fourth auth to fifth south was waa filed PROTEST AGAINST SEWER TAX the following protest to the confirmation fir of the tax for sewers in dist no 2 was submitted to the mayor and council of sau lake oily utah gentlemen we the undersigned undersigner under signed ar property ope r owners embraced in Distri district dt no 2 respectfully ally call your attention to 0 the assessment which you are about to levy on blocks no 67 68 49 42 41 40 89 39 and 38 plat A 92 said assessment being set forth lit in pante notice dated salt lake city ck october toker 1890 and signed loula louis hyams recorder we desire tcp ta enter our protest to the amount or of taxation which is at the rate fate of threes cents per square foot fool at this rate each bach blo k will amount to this we consider burdensome and oppressive and particularly so when au all of us have paid very heavy taxes quite recently resent ly the tax bears no BO proportion to the last tax collected for sewer purposes heretofore being several hundred per cent more it ma may be argued that the tax was insufficient to complete the sever at that time but we see no reason why we should be compelled now vhf pay either a portion ot 0 the deficiency or go beyond the extreme limit ot a taxation we should not object so go much if the burden could be thrown on those benefited before but even edeli then we doubt if the of the tax at that time collid warrant an oppressive and unjust tax at this time while we desire a sewer yet if it can only be built at such an extravagant ut rate it is better to do without it tv than 11 cause a few property holders to be taxed beyond all reason at th this I 1 rate to sewer th this city would require require millious s several veral million dollars and those particular blocks on which this tax fax sought to be levied are lift in no worse condition con or require sewers any greater than the remaining por portions tiong of the city neither do we want to be called upon to pay an tax which other property holders in other parts of the eity will not be called upon to pay oar for many years to come and at which time we trust they will not have such cause of complaint complain 1 many of us im have paid taxes which we believe to have been burdensome and could have been lightened by a fair and im partial system of distribution of values and now when we are about to be called upon for another tax which is beyond all reason and justice ioe we must enter our earnest protest and appeal to your ioner is a real estate owner in sewer district no 2 and desires that the sewer be constructed as soon as possible he believes thea the method of taxation by the square foot was the most moat just and equitable or he is advised that the rate ot of taxation is at the rate of three cents per square foot aggregating per block this appraisement of cost is exorbitantly excessive and un necessary sary responsible contractors will construct the sewer and furnish SM all the material at a much less rate under the supervision of the city the ogden den city system similar to the one a adopted opted by this city does not cost to exceed half the amount hence your petitioner believing the appraisement to be excessive protests against paving any special tax more than dudl sum ent bent to perform the work in a thorough and economical manner and prays that the contract for constructing t the he same may be awarded to the lowest lowe at bidder councilman cohn made a vigorous protest against the big sewer tax it WAS oppressive to an all classes rich and poor alike the taxes tames that have been levied and collected in this city of late are appalling lang such petitions as those just ran read should not go unheeded tie was of the opinion that the action of the city council with reference to the collection of the sewer tax should be rescinded councilman hall was 0 opposed to rescinding rescind ing the action of the council iffe he favored laying the matter over for the time being but finally yielded and seconded the motion to rescind councilman pembroke voted in the negative ABOUT CEMETERY LOTS your committee on cemetery to whom was referred a communication from the city sexton relative to the narrowing of a certain cemetery street beg leave to report we had bad this matter under advisement for several months and after carefully eara examining mining the ground we have concluded that about sixty lots jots can be sold in the most prominent and central location in the whole cemetery and leave the street in question as aa wide as the other streets running north and south your committee is of the opinion these lots would sell from 50 to each the maximum price for a lot in accordance with existing ordinances to is 20 we therefore recommend that tha t section 3 of chapter 18 revised ordinances of 1888 be amended so as to allow this increased creased rate anti and also recommend the adoption of the accompanying ordinance amending said section your committee desires to bounder be under stood that we do not by any means advocate a general advancement in the prices of cemetery lots the minimum of 12 per lot remains as it was and there will be no scarcity of cheap lots for years to come considerable sums of money emust be expended annually to beautify the cemetery with the steady growth of the city expenses naturally iu increase crease in this as well as other departments and it itis is but right to look after the revenue all of which munich submitted louis COHN L C KARRi cit following is ORDINANCE an ordinance amending section 3 of chapter 18 of the revised ordinances of salt lake ci city section 1 be it ordained by the city council of salt lake city that it is hereby amended to read as follows lection 3 the sexton to is hereby lem jem powered to sell lots in said cemetery and to collect before occupancy all dues arising from nuch sales and all moneys so collected shall be by him paid into inco the city treasury as often as once in three months less ten per cent thereof which he may re retain tain as his commission for selling and collecting he shall give to each pur chaser a certificate of such lot or part of lot bought and he shall keep a duplicate of saia certificate the price of lots the size bez being sixteen and one halt half feet square shall h not exceed one hundred and twenty five dollars nor shall they be less than twelve dollars the sexton being empowered to regulate the price according to location subject to the approval of the city council and ah lots and parts of lots so conveyed together with sit all improvements thereon hall be exempt from taxation except for water and execution section 3 this ordinance doremus concerning the purchase of certain railway lands in city creek canyon was filed the ordinance requiring railroad companies to provide flagman was then read it provides that flag men shill sh county court of salt lake county hereby discharge C E apponyi from further superintendence of the cit city yand and county building and hereby authorize the committee afi on improvements to make a water was filed the report from the committee ou on streets was read and adopted the committee on municipal laws reported a bill for an ordinance requiring the railroads to keep flag men on the crossings of certain streets was read and adopted report of the committee on improvements prove ments was adopted the city engineer reported that J 8 morse co had completed the contract for excavating the trench for the emigration pipe line the total cost of which was on which bad been paid adopted the committee on mu municipal nici pal laws to whom was refer referred reft the communication ni of local dentists for an r denance to regulate the practice of dental surgery reported that a similar ordinance passed by ane ogden city council had bad been carried to the district court which decided that the council had not the power to pass such a bill the case was now pending before the supreme court and they recommended that no further action le be taken until a decision was reached adopted
