time of the meeting was wag mainly occupied in considering the report of the president mrs J J aj H ferry for the past year after full discussion the report was unanimously adopted by the association and is as follows THE presidents REPORT to the me members of the industrial christian GA home association of 09 on this the fourth annual meeting of the association it is necessary to dispose of whatever of unfinished business may have remained from previous meetings be before forean an adjournment therefore for convenience I 1 have carefully gathered from our records such matters placed them in convenient form and herewith band to your secretary and your attention is respectfully called thereto atour at our last annual meeting the board of directors of this amoo association lation asked the governor of this territory the utah commission and all who are in harmony with the united 4 states government to join in asking COD congress grew for the necessary appropriation pria tion for the expenses of the I 1 industrial n du home namely deficiency fici ency for 1889 and for 1890 in response to such appeal congress granted 2000 on the deficiency bill on the of july the united states senate pawed passed a bill for for the expenses of the current year the house rejected this bill but on oa august ath the conference committee acceded to the senate semite bill the financial needs of this home were thus provided the entire building according to the original plans and specifications was fully completed and finished 11 1 including ric luding the approaches and fencing and grading of grounds about september iskat a cost of about 50 the sum appropriated by congress in february of this year the members of this association adopted the following preamble and resolutions approved by the utah commission its board of control whereas the industrial christian home building is nearly completed thereby affording opportunity for thu tho opening of industrial du departments in accordance with the original plan of the association therefore resolved Be lu solved that a committee of four be appointed of which mrs angie if shall be chairman to operate cooperate co with the utah commission Jom mission in securing from frem ton con tress gress an appropriation of with which to obtain the necessary instructors and equipments for opening the various industrial departments contemplated by this association and by congress in uke the construction st of the rome home building at this meeting mrs newman was appointed representative and delegate and requested to go to washington so soon as the association could provide funds for her ex pen ned es of which she would be duly notified about this time a surprising and unparalleled so tar as I 1 know attempt was made to wrest the home from the design of its founders this design was a disinterested philanthropic movement of a few earnest christian women aided by brave good men of this territory to provide a refuge and home for needy women and children of all classes irrespective of sectarian or religious affiliations subsequently this broad plan which of itself induced me and many of you to become identified with this association was narrowed to the reception only of women who renounce polygamy and their children of tender age we were disappointed it to is a pain to send from these open doors a needy woman or a motherless boy because such applicant is not a mormon to establish this home and to continue its existence the association were required to te transfer to the united states the title to the property making this building a government building and the institution a national one it was so transferred able statesmen in congress considered this movement an effective and essential factor in the solution of questions involving the purity of woman the sacredness of the hume home mad and the pence peace and safety of the american republic the best bea men man in congress have stood by us the attempt was made to wrest the home not only regardless of a sentiment of philanthropy which possessed the association but of a principle that congress recognized and acted U upon in shall we inquire into the mot motive of those who made the attempt it might reveal only a sordid ove the prompters of the scheme presented that the home was waa a failure because of the fawn fewness ew of the In inmates maters assailing amiling the fact that there were needy inmates both women and children continuously and another fact as stated by senator edmunds the home is an open institution for them no loyal man who has a knowledge of the purpose of the home would oppose its maintenance one of the strong arguments in favor of the necessity of this home is the fact that the leaders and the official organ of the mormon church strenuously oppose it they would not oppose it if it were not an important factor in the purpose for which it was established the suppression of polygamy we are at the threshold of changes inevitable in this territory consequent upon the enforcement of united stated laws chis does not argue the repeal of such laws or the abrogation of any portion thereof rather the necessity of their continuance ti nuance whether the inmates of the home be few or many the fact remains the same its existence is a part of united states law for the suppression of polygamy and who shall say what part is most effective the relative economy in the several methods of dealing with this problem might be considered and is open for examination it is sufficient here to say toe he at tempts to wrest the home was not successful justice and honor to in congress prevailed the project did not attain sympathy there A washington correspondent of march I 1 ath L tays says delegate caine denounced the scheme saying that the abolition of the home with which he is not in sympathy would be a grow gross breach of good falth faith f the orphans Orf orphans hans rome home and day nursery of 0 salt lake city through their representative mrs arthur brown made application for admission to the industrial home march ath the following proposition was received through their secretary the orphan bl rome home and day nursery association propose the following basis of government with the industrial home association ift if t that the industrial home elome association receive 7 from the orphans home hom a association c all children now in the homland Home aad and all children that may come to be under their care in order that they maybe may be educated and taught a trade or profession profesa ion 2nd and that a nominal fee shall be expected from all who are able to pay it 3rd ard that no or liar color lines shall be known ath the orphans rome home and day nurse ry association agree to turn over to the industrial industrial rome home association their building fund of 2500 at the rate of eight per cent per annum the the interest to be applied upon ox toward the expense of such children ildren co as are not able to pay ath that the terms and prices be agreed upon jointly by the directors direct ora of the two associations the action thereon by the industrial du christian home association was as follows resolved that the association to is in favor of the general proposition of the orphans home and day nurs ry association forthe for the admission into the industrial home of the mormon children now under the control of the former association subject to a carefully drawn aud and written agree ment between the two organizations as to the acceptance of the children and the proposed turning over of the 2600 2500 and also subject to the approval of the utah om mission resolved and that this association will gadly receive hereafter all children who come within the provisions of the law of congress in reference to this industrial home resolved 3rd ard that thal the two or three non mormon children children now under the control of the day nursery association be received in 0 the industrial rome home on condition that their expenses in the home be paid provided the consent of the bah commission to receive these non mormon children be received dr me niece and your president were appointed to submit this proposition of the orphans rome home and day nursery to the utah commission for their consideration and decision rho fhe committee did present the subject fully to the utah commission as instructed and were assured that the subject would receive their attention atten cion and a formal reply at a proper time be made thereto this reply has been received and is as christian home association can only rb ceide such persons into that institution as are contemplated by the act of congress Con greas creating it by order of the commission 0 L chairman march the board of direction of the association appointed mrs J el ferry wito with power to associate with her some suitable person a member of the association for the purpose of raising 1000 to defray the expenses of a delegate to washington to endeavor to secure an appropriation to open industrial departments part ments in the horne home mrs M V B bowles was selected the following is the result of their solicitation the work of a few hours mrs ferry takes this occasion to convey to the association the fact that F a pleasing and instant response was accorded them by such prominent gentlemen as the association has never used a dollar of the government appropriations for its own expenses except a few dollars for printing which it really belonged to the government to pay that the only salaries paid in connection with labe the work of this institution are to the matron and the cook the two salaries aggregating 85 per month the members of the association have given their time and labor jabor without any remuneration A serious injury causing physical inability prevented the delegate mrs mra New manfrom being in washington during this session her hoped for recovery will enable her to be present at the coming session and advocate the purpose of the association the following is the matrons matrona mat rons report to the association total no of inmates of the home sept 9 total number received during daring the year 19 applicants not eligible 21 2 whole number of applicants 41 the matron in charge mrs A L ryors has quietly and faithfully attended to the interests interest of the home her labors have been un tiring and I 1 think have met the approval of the board As an association we are grateful for this beautiful home we are proud of the thoughtful liberality of our benevolent government in its generous provision yet from the first grant of congress to the last we have been restricted by the c conr or editions of law imbor important tant amendments have been mage made but it is desirable that additional ones be made laade it is important that a larger class of those who suffer from the evils come consequent quent upon the practice of polygamy be embraced under the law from the existing conditions of the family in utah they are where they are they need the instruction st and help that only such a home may offer them it has been urged that our delegate endeavor to secure such amendment by congress as will permit applicants alic plic cants ants from all classes of people to receive the benefits of instruction that may be afforded in the several departments of industry on the payment of such tuition as the utah commission might sanction the income from this source to be used in defraying the expenses of the home the advantages of such a provision pro viRion are evident it would tend to popularize the home and create interest in its purposes it would open the door to the orphan and the homeless the pleading of every mothers he hert heart rt islet is let the babies come in there is room in this building for the aged and helpless as well as for those who are vigorous and ambitious to become capable of self support so far as this can be done to aid in the suppression of polygamy may we expect congress to continue to maintain the hume home it assaid is said that polygamy is done away we have reason to believe that it still exists and that it will be abolished only so far and so 80 long hodg as they feel the hand of the united states this we do know the needy are all about as the effects of polygamy are felt throughout the territory they will continue for years to come I 1 earnestly recommend that there be no diverting of purpose and no failing of interest that the possibilities of this home be fully realized therefore we ask that the moderate sum necessary to its maintenance be continued the coming coining year and we further ask that such additional appropriation be granted for iri du training Dg as
