agreed to for expenses of territorial courts in utah including lor for supplying and caring lor for the penitentiary being I 1 a deficiency lor for the fiscal year 1887 1 Iff 17 I 1 this we presume is all right and it will doubtless be supported by the house houpe when the bill goes down to that body but here is another amendment h contains some rich features and some changes in the existing orver of things that will not be relished by certain officials concerned la in the management of the so called industrial home industrial christian home association of utah territory to further aid the industrial christian home association so of utah territory under its articles of incorporation in the establishment lish ment and maintenance of an aa industrial and educational institution in salt lake city tor for the benefit of the dependent women and children ot of utah and idaho territories who desire to sever their allegiance to the mormon 11 ormon church and lor for con th zent expenses of the association 5 in all toe the money hereby appropriated shall be disbursed by the tre treasurer hearer of said association who shall give such bonds tor for the faithful performance of his du may be deemed requisite by the secretary of the interior all ail accounts of expenditures under this ampro appropriation rt be audited by the utah which shall hereafter act as the board of control cottrol for said wadi ution and shall make an annual report to congress covering the work of said institution and its expenditures row bow tills this will strike the tae house we ire are not prepared to say it is well known that the institution at present is as near a fiasco as anything can be that has an e existence tl stence the association with its rented more officers and employed emp loyes by tar far than inmates in matea and the idea of the one woman and five children there being considered persons who have renounced polygamy and I 1 severed their allegiance to the mormon church is simply preposterous post erous yet here is the sum of W in addition to the previously appropriated by congress to say OILY nothing of the sums donated by hoodwinked but bat benevolent private subscribers bers tor for an institution that is about as much needed in utah as a fifth wheel is to a coach it is also well known that mrs augle angle F pnewman newman who succeeded ina in getting nf the farat appropriation by m means of grossly misrepresenting the mormon faith and people eo ale has been working like a regular longist lobbyist amon among the grave and reverend pena senators tors of both both parties for some time now we do not intend to throw anything in the way of the ladies and gentlemen who think they will be doing good by building ian an institution of this character in utah the gr greater eater part of the money it if it is finally appropriated will be spent here and so some benefit will be derived from it but we cannot forbear remarking upon the bare laced deception practised practiced upon two legislators or oi our country by those beho are actively engaged in bleeding the government for this needless purpose it is a fact that the course pursued iu in the past iu in the courts of utah and idaho has been such as to induce men it they could be persuaded or driven to 4 do 90 to make such a complete severance of the ties of family as would render plural wives east cast off from and sympathy a public charge and a public reproach it if this policy had bad succeeded eded it was hoped and expected there would have been man many dependent women and children to whom such a place as the projected H home M would u have been een a but mormon men are not made of the base metal which will not stand the strain of trial and adversity to betray women and then east cast them off to perish Is not the mormon way that is the popular style sty lein in what is boasted of at as refined and progressive and 11 christian 11 civilization whatever faults mormon pol poleg y g may have this has not be been e among them the law which requires them to cease former associations with their plural wives does not require them to cease contributing to 10 their support and any amons among them who would cease to pro vide tor for his wives aud and children to the best of his bis ability would cease to have jagt t the respect of kis his friends and nd would lose respect aft m himself there has been no need tor for such an establishment as the industrial home and there Is id not likely to be ana an we notice that by the terms of this amendment idaho is included in the benefits of the appropriation this appropriation extends the opportunity opportunities tunit I 1 es for women and children to sever their allegiance 1 leK legi lance ance to the mormon Chur churchir cir a 10 but we do not net think it will add many inmates home we have been informed as to the efforts made to induce women to enter the institution and the utter failure attending attend lne them and we should think there would be a cessation of attempts to draw money from the public treasury after these futile endeavors to find objects oi of charity with one woman aud and five children as a result of their tremendous efforts the demand tor for additional dit ional lands funds if made by an unregenerate man instead of a pious picos mod modest est and retiring woman would be nub unhesitatingly esi ta pronounced to be unmitigated gall it should be observed too that the money is to be disbursed by the treasurer of the concern and that the accounts are to be audited by the utah commission who are to act as a board of control and make an annual report to congress ot of the work and ex expenditures tu res we do not know how this will strike toe the promoters ol of the but are of toe the opinion that it will ill hot affect them pleasantly A site has been selected and secured tor for a building lor for the rome home an and d those who have had bad the matter in hand band in this city have done good work we are not finding any fault with if the house should agree to the appropriation gria pria tion as proposed by the senate we have ave no doubt that a floe fine and substantial building will be erected that will be an ornament to the city and a benefit to the workmen and contractors and incidentally to the community but unless the scope and objects of the association are enlarged so as to reach other persons than chose hose pho renounce polygamy a and d sever their allegiance to theurmon the mormon ormon church we do not think either the present rented house bouse or the new home when it is built will become inconveniently crowded with inmates and we do think that the lawmakers of the land invariably lose loaa their good judgment whenever they attempt to legislate dire directly elly or indirectly in relation to G the mormon question |
