Horace Gunn of the AGO and commission chairman William E. Dunn said afterward that tire purpose of the meeting was simply to go over the ground rules. There had been some "discrepancies." said Mr. Dunn, but they have largely been ironed out. Procedure Matters One difficulty arose out of the interpretation of billing In one case, specifications. they said, the county surveyor notified the apparent low bidder, (though it was not his place to do so) when, as it turned out, he was not the low bidder at all; it had taken an attorney general's opinion to decide which bid, on the basis of the job required, was actually low. The result was some bitterness among all concerned.. Another difficulty lay in the negotiation by the county of bids it did not deem accepta-- . ble; paring down the job to meet the bids, a pracl Commissioner Philip R. Blorn-quisaid was illegal. Size of Jolts st The contractors were also anxious that the county not do too much of its own work. There are statutes governing how big a job a governmental agency can do belore it must ask bids on it. and the limit for a county the sice o Salt Lake is quite low, $2,000. (A city, for example, do jobs up to $12,000, and (V on certain classes of roadwork. the limit is $25,000.) first-clas- s , |
