Utah doctors pay premiums ranging from $1,286 for k physicians who do no surgery, to $10,629 a year for neurosurgeons and similar specialisis. The state's hospitals do not have a similar program for insurance with one company. Day said the state's largest hospital provider, Intermountain Health Care, Inc., lost its coverage and now obtains malpractice insurance through a Bermuda-base- d "mutual" company. . Summerhays said the small hospitals had .gpractieally no losses" from malpractice suits, but were hit by high rates because of trends elsewhere in the country. He said rates have leveled off since 1975, and the fact that a company has expressed interest in coming into the state further indicates the situation is moderating. : In another malpractice-relate- d actionthe USMA board voted Wednesday night to continue the -- , ,,,f ,'"- It. Death from child abuse a!so is up in Utah and a typical situation is a mother . alone with a child. who acquires a boyfriend, thus creating a competing triangle for attention and affection, Mrs. Rothermich said. This can result in the death of the child at the hands of the boyfriend. Utah law requires people to report "suspected" cases of child abuse, even if there is no sure proof, she said. Failure to do so can result in charges being filed. In California, action has been taken in several cases against doctors who failed to report possible child abuse and in at least one instance, a guilty verdict was obtained, she said. Mrs. Rothermich said teachers are the second worst group, after doctors, for failing to report child abuse, although they are in an excellent position to notice such problems. The Child Protection Team at the U of U. Medical Center operates 24 hours a day and will take anonymous calls, she said, but said the staff of 10 is heavily overworked. . ( one-hal- . The board will also continue to pursue the at some liossibility and feasibility of future time, said Hoyt Brewster, USMA executive director. He said no definite time was indicated. '. The decision on whether to switch malpractice insurance companies was referred to the board by the USMA house of delegates during the association's annual meeting last week in Hotel Utah. : The decision means Aetna, which has insured the state's doctors since 1971, will continue for one year its coverage which expires Dec. 1. : Brewster said physicians will receive an average f three and percent reduction in premiums -- --- :1011,6 - . , ONSTAGE-LI- VE it. 4 4 ) of trouble and ret' A low-ris- . deal to keep a child at home and treat 1P11 malpractice , 1. u abuse ,mqi ., . . Only when a parent is psychotic is a child taken a'a ay permanently. Children, even when abused, don't want to he removed from their homes. They feel they must have done something wrong and deserve to be punished "because if your parents don't love you, who does?" she said. Four elements exist in abuse or neglect cases. First, there is the abuser and normally it is only one parent. The second stands aside and lets it happen. usually out of fear. Secondly, there is the victim. usually only one child, even if there are others in the home, she said. A third factor is stress in the home, financial, or some inability to cope. marital, health, Finally, there is usually a crisis of some kind which triggers the abuse. It doesn't have to be much, Mrs. Rothermich said. Abusing parents, in 99 percent of the cases, were abused themselves as children. They also have enormous unmet emotional needs, which they eften expect the child to fulfill, she qiiid "But babies don't come into the world loving. Instead they eat, they cry, they mess and are a great ears." Mrs. Rothermich said handicapped children often are a prime target for abuse. "Kids are not easy to be with 24 hours a day and a mother of a handicapped child needs to get away for periods of time," she said. ' In addition. children who are born handicapped often have had a difficult birth or were premature babies. Those eases where there are problzms at birth which keep the mother and baby separated for relationdays or weeks also affect the mother-chil- d ship, Mrs. Rothermich said. A kind of "bonding" normally takes place right after birth as mother and child accept and indentify with each other. Where that is disrupted, there is a higher possibility of child abuse later on, she said. Abusing parents are not ugly, awful monsters, but mostly are people who lack parenthood skills, who are emotionally immature, who weren't nutured and were abused themselves as children, and who can't cope with stress, she said. "Income or social standing has no relationship to child abuse or neglect. Abusers can be found in all lzvels of society, including highly educated people," she said. The impulsive child abuser who gives way to his or her feelings and hurts a child can be successfully helped in 80 percent of the cases, so that abuse stops. ,7 are made All efforts Child abuse in Utah is on the rise. Sinee March about 300 eases a month are being reported, compared with 100 a month Just a year ago, a social worker said today. Speaking to teachers of physically handicapped and homebound children, Pat Rothermich, a social worker for the Division of Family Services and head of a Child Protection Team at the University of Utah Medical Center, pleaded for them to "get involved, find out what's going on; don't close your eyes and - - ct , ,,n!, ,,; e' t Teachers urged I k,. ; IP3S TV I Artukka 1106 So State Orem, Utah PTNRSON 2115 SULRI Qrpt,z...)
