This $65 million project including a tower is in a much bigger league than tne schools Foulger used to work on. How did he make the transformation? To start at the beginning, he was born in Ogden 56 years ago. In 1943, he graduated from the University of Utah with a degree in mechanical engineering. He promptly joined the Navy, serving in the Bureau of Ordnance in Washington, D.C. During his stay in Washington, he became acquainted with the Marriotts, also in post-Worl- d da. Md . Chamber of Commerce for his restoration of Bethesda Square which was similar to Salt Lake's Trolley Square development. Currently, he is developing a $12 a million apartment building, Fairfax Towers, m Tyson's Comer, Va. Another multiple housing project, Emerson House, is being built m a $6 million high-risPrince Ceorges, Md , by his firm. Foulger joined with Okiand Construction Co. and Jacobson Construction Co. in a joint venture to build the Washington Temple of The Church of Jesus Christ ot Latter-daSaints. He's well satisfied with the completed temple. If the dollar weakens The U.S. economic growth rate will slow to around 5 percent for the rest of the year.
