Attorney General Griffin Bell plans to lump fragmented criminal justice statistics in a single agency, a Jusice Department spokesman said today. The goal will be to produce a y ardstk k of all phases of crinimal justice statistics which are as reliable as national economic indicators produced routinely by the Labor Departments Bureau of Labor Statistics. Most marchers were dressed in the traditional summer clothes loose white shirts and dark cotton trousers. The only splotches of color came from the bright green uniforms of Peoples Liberation Army soldiers among the marchers. Some of the demonstrators wore straw hats to protect them from the hot sun. A few of the young girls wore their hair braided. The procession was uniform and oddly listless, despite the occasional sputter of a string of firecrackers. Four hours after Vance had arrived, the columns continued to stream down the broad avenues to the heavy throb of the kettle drums mounted on trucks, and the occasional blare of an official loudspeaker. The people in the parade looked healthy, well-fe- d and all were clothed neatly and well. There were only a few spectators. Everybody was marching. What was was the sheer size of the operation. Hundreds of thousands of people marched quietly with only a minimum of apparent direction.
