This new alternative to CAP administration emerged from a meeting during which the City Commission was told it could never have "total control" over CAP activities. The commissioners met with Julian Garza, regional attorney for the Department of Housing and Urban Development (which funds CAP programs), to discuss the local role in CAP. Garza olltfined the alternatives to CAP administration open to the city, now that the state has announced it will drop out as a, sponsoring agency. Officer Marion M. Le Fevre was cleared off wrongdoing in the Nov. 3 shooting of Donald Bertt Coleman, 25, 57 C St. Coleman was listed inI satisfactory condition at Holy Cross Hospital today. In a report Thursday on a investigation ofI the incident, Salt Lake County Attorney R. Paul Van Dam stated, "It is the decision of this office not to pursue any criminal charges." Coleman was shot in the upper right chest at the entrance of the Joe Maestas residence, 1076-8t- h East. He was later charged with burglary of the home. Police were called to the Maestas home by neighbors who heard breaking glass and saw lights switching on and off inside.
