Show DESERET NEWS, State Puts Ceiling On Spending A tentative ceiling of a five per cent increase in state general fund appropriations for fiscal year 1970 was disclosed Friday afternoon at a meeting said the budgets should be so distributed as to provide maximum sums for higher education and for public assistance, Mr. Holbrook reported. The council members were given this information for use as a guide in formulating 'heir budget recommendations which were completed Friday and will go to the Finance Department Monday.
