Arnold Toynbee, the British historian, has said that the Peace Corps can give America a chance to recapture the leadership of the world revolution that she started in April, 1776 . . . revolution with a spiritual objective. The Peace Corps idea is an ambitious one that has demonstrated a strong appeal to the idealism and altruism of Americans. It has raised hopes among the people of many lands. The goals of the Peace Corps program will not be reached swiftly or easily; there are and problems. But the potential rewards outweigh the risks of failure, and the Peace Corps offers our citizens a chance to take an active part in what President Kennedy called a long a struggle twilight struggle against the common enemies of man; tyranny, poverty, disease and war itself. r What help can the peace corps give other countries? Trained medical people must be available, giving each mother the right to care properly for her sick child. A reform in government must come about eliminating the five or ten per cent aristocracy that usually rules, thus enabling the people to benefit from their government .These are the things the poor people of the world need. The right to feed a child, to clothe a family, to give medical attention to a sick and aged grandmother. These are the rights they hope for, not the right to vote freely. If the United States would send people who could answer this cry, a great purpose would be achieved. To answer this cry, however, involves a great many problems. It means a thorough understanding of the people, their language, their history, their culture, their religion, and their way of life. In order to gain this understanding an applicant for the peace corps would have to undergo a study program of several years. When this study has been completed and he has a thorough knowledge of the language, he would be ready to go to a foreign land. Once there, his purpose should be to better their way of life not to change it to the American way. Perhaps you are thinking that a training and study program of three or four years would delay the peace corps program too greatly. Well, in the meantime, since all of the applicants already speak English and know our custpms and history, let us first send the peace corps to the south, to the reservations, and to the slums that are right in front of our eyes.
