Mav p loon Court will decide Utah federal land issues 88 OF UTAH'S FEDERAL LANDS ARE AFFECTED Now, at long last, the S upreme Court will decide whether the National Wildlife Federation had the right to tie up the release of public lands in the West, said William Perry Pendley, of the Mountain States Legal Foundation, as the issue met argument at the' U.S Supreme Court For nearly five years, westerners have fought the attempt of the National Wildlife Federation to prevent multiple use of the public lands in the West, said Pendley, following a hectic day in court Ranchers, miners, oil and gas operators, small communities, proponents of gas pipeline and energy transmission lines and thousands of others have spent hundreds of thousands of dollars fight ing to get the issue thrown out of court, Pendley, continued. The case had begun when the Bureau of Land Management, in response to a directive of the U.S. Congress, reviewed outdated land withdrawals and classifications. At the end of the review, BLM said that 180,000,000 million acres of land -- - an area the size of the states of Texas, Vermont and New Hampshire combined had outdated management classifications. As a result, the BLM, through 8 14 separate actions opened the lands to various uses which had previously been prohibited. Shortly thereafter, the National Wildlife Federation filed a lawsuit to halt the BLM action. The court has remained in federal courts for 84,000 jobs will be added to Utah's payroll by 1 995 five years, and during that time the federal injunction has prevented any action on those 180,000,000 acres, tying up 1,000 oil and gas leases, 7,000 mining claims and hundreds of applications for other land uses. Pendley was optimistic regarding the outcome of the case, but concluded,Heaven forbid we lose this case, but if we do, a huge portion of the public lands of the West will be tied up before the courts and courts of appeal for as long as another five years. Mountain States Legal Foundation is a nonprofit, public inter est legal center dedicated to individual liberty, the right to own and use property, limited government and the free enterprise system. In Utah the lawsuit has delayed action on 48 Public Land Orders revoking federal land withdrawals on 6,345,235 acres of land and 25 Public Land Orders removing outdated classifications on 22,969,975 acres of land. Total federal land affected in Utah by the lawsuit is 29,315,210 acres, or more than one-ha- lf (56 of the entire state and 88 of federally owned lands in Utah. American Heart Association Courtroom Remodeling Bids Being Accepted The Sanpete County Commission will accept bids for the remodeling of the circuit Courtroom and Judges' Chambers at the Sanpete County Courthouse in Manti. Sealed bids will be received until 5:00 p.m. local time on May 21, 1990 by Kristine F. Christiansen, Sanpete County Clerk. The bids will be opened during the Commission Meeting on May 22, 1990. Interested Contractors shoudl contact the County Clerk for a copy of the plans, description and specifications, and to review the project. The Commission reserves the right to accept or reject any or all bids or to waive any formality ortechnicality in any bid in the interest of the county. Local government Job Service economists John Mathews and Mike Sylvester estimate that 84,000 new jobs will be added to Utah payrolls in the next five years. The rate of growth over this period is expected to be about 16,800 new jobs each year, or 2 percent Four of the 12 major industry sectors in Utah account for 75 of all jobs, according to Mathews and Sylvester. They note that the Wasatch Front - from Weber county through Utah county - is the economic heart of Utah. ThislOOmile strip accounts for 82 of the total employment and will receive 86 of all new jobs in the next five years. Areas outside the Wasatch Front, with the exception of the Southwest and the Uintah Basin are predicted to experience growth rates below the state average of However, the southwest will enjoy the fastest growth rate of any area in the state. Projections for growth are as follows: Mining, 1,050 new jobs Construction, 3,510 new jobs Manufacturing, 14,040 new jobs 2. Over one fourth (217,000) of all 834,300 existing Utah jobs register in this category. One fourth of all new jobs created in the next five years will also fall into this group. Professional Clerical occupations make up a large portion of Utah jobs. Over 138.000 are employed in this group. During the next five years, clerical jobs will add 15,000 new jobs. Sales, and , Service will each account for over 110,000 jobs in the state. Increases should see 14,700 and 12,000 new jobs respectively. Managerial and administration category accounts for 54,600 of the 834.000 jobs. By 1995 this group will add about 5,000 new jobs. Agricultural is Utahs smallest occupational sector. In the category of agriculture, forestry and Fishing, 5,000 new jobs should be created. carrots in either round or slender, short rooted forms are ideal for container culture.
