It will serve southbound traffic and depend on water from the city airport during its initial existence. Design for the rest stop reportedly will be completed this year. The good news was disclosure that two vintage locomotives, a familiar feature of the National Park service site, apparently will continue to be displayed there through the 1976 tourist season. Everhardt, NPS director, told the House National Parks and Recreation subcommittee that he could not support increased spending authorization for Golden Spike site. A bill proposes to up the ceiling from its current $1,168,000 to $5,422,000. A portion of that increased funding allowance is intended to finance the construction of replica locomotives for permanent display at the site. BOeoDQOGoaDDual Brigham Citys Bicentennial commission has laid out plans for a flag memorial as a continuing monument to the Bicentennial observance, with a collection of flags from all 50 states to be selected for use on special holidays and for permanent display in local government buildings. The plan is to secure a flag from each state, with each to have a plate engraved with the name of the governor of the state and the date the flag is dedicated in the monument, as well as the name of the person or organization which has sponsored the flag. Beth Gurrister, representing the League of Women Voters on the commission, is serving as chairman for the project with LWV members as her committee. The Bicentennial commission will contact organizations, businesses and individuals to sponsor one or more flags for the monuments, with letters to go out to local organizations in the next ten days, a spokesman said. Governor Calvin Rampton has added his endorsement to the project, and letters ot requesting the flags will be sent to the other state governors. Added to the governors signature will be that of Mayor Harold Felt and of Drauca Holmes, chairman of the festival committee for the Bicentennial commis sion. It is planned that the state flags will be displayed throughout the year in city and county buildings, with a permanent monument erected in the government plaza area for outdoor displays on significant occasions when the city flags are flying. This monument can visibly symbolize the 50 sovereign states existing as one in the faith of the future of the United States of America," according to Mrs. Gurrister. Other Bicentennial Activities There are other Bicentennial activities on the Box Elder county calendar as well. One is a concert by the Golden Spike Youth Symphony at Bear River High school on March 27. This musical offering is scheduled for 8 p.m. with sponsors (Continued on Page Six) Will Complete Plans OConnor Engineering Laboratories, Costa Mesa, Calif., is scheduled to complete drawings, specifications and patterns for the engines next month at a cost of $278,000. This expense is included as part of the total $1.5 million estimated to produce two working locomotives with tenders, according to Supt. George Church of Golden Spike site. Everhardt reportedly told the subcommittee: u I Farm loans said available for land, water projects Farm owners in Box Elder county can share in some $50 million of funds now available in the nation for loans to develop, conserve and improve land and water resources, according to Ronald W. Robins, county supervisor. Farmers Home administration (FmHA). Measures to alleviate problems of waste, disposal and pollution control on farms may be eligible for financing through this source. These funds are available on a first-comd basis throughout the nation, Robins said. He explained that soil and water loans from FmHA can be used to develop water supplies for home use, livestock watering or irrigation. e, first-serve- iyUu. The funds also can be used for drainage projects, to install water or waste facilities associated with pollution abatement and control and to build other structures that contribute to conservation and meet health, safety and environmental requirements. Funds also may be used to level land, establish permanent pasture, range improvement and to carry out basic soil treatment practices. These loans may be repaid in terms as long as 40 years with an interest rate of five percent charged on the unpaid principal. Applications may be obtained at Farmers Home Administration county offices, including the office at 53 South First East, Tremonton.
