The provisions are applicable to all motorists involved in accidents, both on the roadway and off. Sgt. James Whitlock joined the police force in 1960, and in 1963, was made a Sergeant of Records and Communications. He has been married for 30 years to the former Sylvia Carson of Burley, Idaho.
