A document must be submitted, in such cases, indicating the basis upon which the independent fee calculation was made. The town is not required to accept any documentation which it reasonably deems to be inaccurate, unsubstantiated, or unreliable and may require the fee payer to submit additional or different documentation prior to the towns consideration of an independent fee calculation, said Kay. "The applicant will have to pay the impact fee before a building permit is issued using the assessed impact fee in effect on the date of filing a complete application for a building permit, said Kay. According to state statute, said Kay, impact fees will be earmarked specifically and will be deposited in a special interest-bearin- g account or invested prudently in accordance with the policies of the city.
