The San Juan School District received the lowest scores in the state on a recent study of districts by the Utah Taxpayers Association. The study, which is an analysis of test scores on the Stanford Achievement Test, districts using three equally weighted overall measurements: evaluates performance in 1995, expected performance in 1995, and improvement from 1994 to 1995. A composite score and final grade was then calculated by averaging the three indices. The study did not take into account the poverty, and distance problems which plague the San Juan School District. The school district scored at the bottom of the heap with a D grade from the Taxpayers Association. In comparison, the state received grades of a B- - in overall performance, in improvement, and in expected permulti-lingua- l, Students in Utah generally outperformed their national counterparts on the SAT in 1995. The state received a grade of a B- - with an index score of 160 (the sum of grades 5, 8, 11 scores) for 1995 overall performance. However, performance on the tests varied greatly from district to district. Fifth of graders in Utahs 40 districts scored below the national norm, including the San Juan District. Over half of the districts reported scores by 8th and 11th graders at or below the national norm. Nine districts, mostly rural and including San Juan, scored at or below the national norm in all three grades. Park City scored the highest on the total basic battery with an average score for the three grades of 67 and an index score of 200. San Juan had the lowest average one-fourt- its minimum expected score. San Juan also failed to reach its minimum expected score by five points.
